Enclosed is a NWP 39 application for your review. This application is submitted on behalf of
the Onslow County ABC Board for the construction of an ABC store located off of Hwy 24 in
Swansboro, NC. The applicant plans to construct an 8,364-sf building, parking, stormwater
facilities, and utilities. Impacts to 0.078 acre of non -riparian wetlands are needed to access a
parking lot that will accommodate larger vehicles with trailers and/or boats. To mitigate for
wetland impacts, the applicant proposes buying 0.1 acre of non -riparian wetland credits from the
Hofmann Forest Wetland Mitigation Bank.

The portion of the site located off of Hwy 24 contains a parking lot and carwash. The remainder of the tract is
undeveloped and forested. Adjacent land use is commercial and residential.

The purpose of the proposed project is to construct a larger ABC store and its associated parking, access, and
stormwater facilities. This ABC store will replace the existing smaller store in order to serve the permanent and tourist
populations of Swansboro. Permanent wetland impacts are needed to access a parking lot that will accommodate larger
vehicles with trailers and/or boats.

This project includes the construction of an 8,364-sf building, parking, stormwater facilities, and utilities. Site will be
cleared and graded. Stormwater facilities will be installed and roads/utilities will be constructed. Three 18" culverts will be
used at the wetland crossing. Then building construction will occur. Track hoe, loader, dump truck, bob cat, and other
standard construction equipment will be used.
