ESI is submitting the enclosed PCN on behalf of the applicant for a small stream impact
associated with the widening of Raleigh Beach Road and for a sewer outfall expansion. The
road must be widened at an existing culverted crossing due to the proposed traffic increase and
necessary lane improvements for the development. The proposed project also incurs a small
buffer impact. ESI has evaluated and delineated the features on the property.
Enclosed please find 5 copies of the application, some full size plan sheets, and the $240
application fee.

The applicant has engineered the project to avoid an minimize impacts as much as possible. The culvert under Raleigh Beach Road has to be
extended to widen the road. The sewer line must also be extended to provide service. The culvert extensions are the minimum necessary to meet the
design requirements.

ESC practices will be used throughout the duration of the project. Bare ground will be stabilized and seeded as required.
