HomeMy WebLinkAboutWQ0002708_Monitoring - 11-2016_20161216NORTH CAROLINA Permit # WQ0002708 Department of Environment & Natural Resources Division of Water Resources — Information Processing Unit 1617 Mail Service Center Raleigh, NC 27699-1617 RECEIVED DEC 16 2016 DWR SECTION INFORMATION PROCESSING UNIT As a part of the permit renewal application, the City of Raleigh submitted monitoring data showing that the naturally occurring background concentrations exceed the groundwater quality standards for arsenic, iron, and manganese. Per 15A NCAC 02L .0202(b)(3), the Permittee had applied to the Director to establish background concentrations and site specific water quality standards for these parameters. Final determination of background concentration for arsenic, iron, and manganese were pending upon issuance of the final permit. The monitoring data submitted by the City was collected consistent with the Division's requirements as they applied in 2010 and the monitoring data was gathered and analyzed by a consulting firm the Division has recognized as competent to make such determinations at the Neuse River Wastewater Treatment Plant's biosolids application fields. It was requested by the City that until additional site specific data is approved by the Division, the Division would apply the City submitted data as the best available scientific evidence of the naturally occurring groundwater conditions for arsenic, iron and manganese at the Wrenn Road Spray Irrigation Facility. This report submission shows manganese data above the permitted levels and PH data below the permitted range for the groundwater standards listed in attachment "C" of the permit. The historical manganese and PH data provided in a 1990 consultant report as part of a land treatment site evaluation and the 2010 consultant report submitted during the most recent permit renewal process shows background data consistent with current manganese and PH levels and should be considered as naturally occurring background water quality. In attachment C, footnote 8 of the final permit, it states that the Division shall use enforcement discretion for any apparent ground water standard violation for arsenic, iron or manganese until background concentrations and site specific groundwater quality standards can be determined.
