Please see attached memo related to the 2 kitty Hawk Landing Permits. In summary:
1.Kitty Hawk Landing Association would like to withdraw the jetty rock placement alignment modification request
at this time
2.The Association is ready and funded to do the South Entrance Channel Dredging at this time and it is important
to receive the CAMA Permit soon to be able to complete this season (due to dredging moratorium dates and
availability of funds)

The primary purpose at this correspondence is to inturm State and Federal Permit Ayenuies that
Kitty RawR Candiny Association would like to withdraw the request for a CAMA modification
associated with the rode jetty alignments at this time. The reason tar the re -alignment
muditicatiun request was to provide the maximum available channel widtM Tor safety and ease of
navigation. However, I have been informed that the Association now favors the original (already
permitted) alignment due to the unsightly and tragmented nature ut the existing dilapidated
sheetplle betties. I Murefure, tfiC current plan fol this winter is to remove the existing broken
walls at the outer ends; and maintain the permitted concept at rocRing both sides at the wall out
towards the end. I Fie inside jetty rocR width will ve,y IiRcly not ini�l'udc the Tull 13 Tt. Idu purtiun
of the jetties will encroach into areas outside the permitted alignment.

additional information related to the above referenced project. The reason to address this even
though request has been withdrawn is to auc-ument everytniny appropriately in case tnere is
ever a future modification for the same thing or something similar:

The Minor Modification request (withdrawn) was to recontigure the rock permitted along the
existing jetties walls. As depicted un the plan that you have ►cviewca, Me reuuntiyuratiun would
have plac;ed the 2e feet of rock only on the outside of the jetty walls as opposed to 13 feet on
the inside and 13 teat on the outside that was previously permitted. I here is no net increase in
the area uT bottom impauts assuuiatcd with this request. This would preserve the full width of
the existing entrance channel, allow tar safer boating to and tram Avery Pond; and allow tar
maintenance or removal ut the existiny sheet piling jetty system iT they choose to do su in Me
Tuture. Navlgatlunal safety was the primary reason for the modification request.
Related to SAv resources, the modification would nut have impacted (directly or indirectly) any
beds of SAV. Based on current (Summer 2016) and past SAV evaluations (documented in prior
GAIOIA permit requests), SAV in this area ut the sound dues nut persist in water yreater than 3.5
Tt and there have nut been any SAV resources in close proximity to the south side jetty.
Related to the subject jetties, there is no permit action requested at this time. Rowever,
plCase nute Mat we are alsu wurRiny un the Majur Mud tur UAMA Permit 153-U9 tur dredging
associated with the South Entrance Channel. We have received the 4u1 Certification for that
project (DwR 2014-1188 ver.2). 1 He Association Has a auntractor lined up to 6eyin this wurR in
Carly januaiy (as luny as tnC UAMA mud issues). Dou to Me spurt winauw tur in-watCr wurR
due to permit conditions and availability of Lands tar this winter; it is extremely important that this
Hermit issues as suun as pussible. Please let me Knuw it there are any yuestiuns related to
these matters or if there is anything I can supply to assist with issuance of the South EntrancC
GFiannel permit muditicatiun issuance.
