Executive Summary
Restoration Systems, L.L.C. (Restoration Systems) has completed the restoration of
nonriverine wetlands at the Anderson Swamp Wetland Restoration Site (hereinafter
referred to as the "Site") to assist the North Carolina Ecosystem Enhancement
Program (EEP) in fulfilling restoration goals in the region. The Site is located
approximately 6 miles north of Tarboro, in northern Edgecombe County (Figure 1).
The Site encompasses approximately 25 acres of land that was used for agricultural
row crop production and land application of hog lagoon effluent. The project
provides 21.3 acres of restored or enhanced non-riverine forested wetlands and 3.7
acres of non-riverine upland flats, with benefits to water quality and wildlife in a
watershed that is highly dissected for agriculture and timber production.
The Site is located within sub-basin 03-03-04 of the Tar-Pamlico River Basin. This
area is part of United States Geological Survey (USGS) Hydrologic Unit (HU)
03020102 of the South Atlantic/Gulf Region (14-digit HU 03020102060010). Two
main drainage features, Maple Swamp and an unnamed tributary to Fishing Creek,
surround the Site. Maple Swamp, Fishing Creek, and their tributaries have been
assigned a Best Usage Classification of WS-IV NSW and are Fully Supporting their
intended uses.
A Detailed Wetland Restoration Plan was completed for the Site in November 2006.
The plan outlined methods designed to restore agricultural fields that had been
ditched, drained, and cleared for row crop production. Prior to implementation, the
entire 25-acre Site contained 21.3 acres of hydric soil that had been cleared and
drained to support site land uses. The Detailed Wetland Restoration Plan outlined
restoration procedures, including (1) ditch cleaning prior to backfill, (2) ditch
rerouting, (3) depression construction, (4) impervious ditch plug construction, (5)
ditch backfilling, (6) wetland soil surface scarification, and (7) plant community
restoration.
The following objectives are proposed to provide mitigation credit requested under
the EEP Request for Proposal (RFP) #16-1306048 dated October 26, 2005:
• Providing a minimum of 15.5 nonriverine Wetland Mitigation Units, as
calculated in accordance with the requirements stipulated in RFP #16-1306048.
o Restoring approximately 13.0 acres of wetland through filling agricultural
ditches, removal of spoil castings, eliminating row crop production
activities, and/or planting with native forest vegetation.

• Protecting the Site in perpetuity with a conservation easement.
As constructed, the 25-acre Site provides 12.9 acres of non-riverine wetland
restoration, 8.4 acres of non-riverine wetland enhancement, and 3.7 acres of forested
upland buffer for a total of 17.1 wetland mitigation units (Figure 2).
In summary, the Site achieved the defined (or targeted) success criteria:
Two of the five groundwater gauges (Gauges 1 and 3) achieved the defined
(or targeted) regulatory success criteria for hydrology, saturation (free water)
within I foot of the soil surface for a minimum of 5 percent (12 consecutive
days) of the growing season, in the First Monitoring Year (Year 2007). Due
to the extreme drought North Carolina has endured this year, a comparison
was also made between the Site groundwater gauges and the reference
gauges. All but one of the groundwater gauges (Gauge 2) at the Site
maintained saturation within 1 foot of the soil surface for at least 85 percent
of the hydroperiod exhibited by the reference wetland. Based on this
comparison, it is anticipated that if normal rainfall had occurred, the
restoration area and reference wetland would have met the regulatory success
criteria.
2. Vegetation plots across the Site were well above the required 320 stems per
acre with an average of 565 tree stems per acre in the First Monitoring Year
(Year 2007).

1. Project Background
Restoration Systems established the Anderson Swamp Wetland Restoration Site (Site)
in the Tar-Pamlico River Basin (14-digit HU 03020102060010) in northern
Edgecombe County (Figure 1). The Site encompasses approximately 25 acres of land
that was used for agricultural row crop production and land application of hog lagoon
effluent. The project provides 21.3 acres of restored or enhanced non-riverine forested
wetlands for a total of 17.1 wetland mitigation units (WMU's). The project also
provides 3.7 acres of non-riverine upland flats. These restoration efforts benefit water
quality and wildlife in a watershed that is highly dissected for agriculture and timber
production (Figure 2).
1.1 Project Goals and Objectives
The primary goals of this non-riverine wetland restoration project focus on
improving water quality, enhancing flood attenuation, and restoring wildlife habitat
and will be accomplished by:
1. Removing nonpoint sources of pollution associated with agricultural row crop
production, including (a) cessation of broadcasting fertilizer, pesticides, and
other agricultural chemicals into and adjacent to Site drainage ditches, (b)
cessation of land application of area hog lagoon effluent, and (c) preemption
and treatment of agricultural runoff by providing a vegetative buffer adjacent
to headwater streams and wetlands.
2. Restoring wetland hydroperiods that satisfy wetland jurisdictional
requirements and approximate the Site's natural range of variation.
3. Promoting floodwater attenuation through removal of interfield ditches and
enhancing groundwater storage capacity.
4. Restoring and reestablishing natural community structure, habitat diversity,
and functional continuity.
5. Enhancing and protecting of the Site's full potential of wetland functions and
values in perpetuity.
The following objectives are proposed to provide mitigation credit requested under
the EEP Request for Proposal (RFP) #16-DO6048 dated October 26, 2005:

1.2 Project Structure, Restoration Type, and Approach
1.2.1 Historic Conditions
Prior to restoration, the Site was used for agricultural row crop production and land
application of hog lagoon effluent. The Site was cleared of native forest vegetation,
ditched for agricultural purposes, and planted in agricultural row crops. Based on
detailed soil mapping conducted by licensed soil scientists, approximately 21.3 acres
of nonriverine hydric soil had been cleared and drained in support of Site land uses.
The Site is situated within a terrace on the western rim of the Fishing Creek
floodplain between a headwater tributary to Maple Swamp and an Unnamed
Tributary (UT) to Fishing Creek. The UT to Fishing Creek serves as the primary
hydrologic feature within the Site due to biannual dredging and maintenance of the
channel. The channel is approximately 10 feet in width and 5 feet in depth. The
landowner regularly dredges the channel in preparation for agricultural practices.
Due to its position in the landscape, the Site provides important headwater storage
benefits to Maple Swamp and Fishing Creek.
1.2.2 Restoration Approach
A Detailed Wetland Restoration Plan was completed for the Site in November 2006.
The plan outlined methods designed to restore agricultural fields that had been

restoration.
Reference Forest Ecosystem (RFE) data, on-Site observations, and community
descriptions from Classification of the Natural Communities of North Carolina
(Schafale and Weakley 1990) were used to develop the primary plant community
associations that were promoted during community restoration activities. Based on
Schafale and Weakley (1990) community descriptions, the Site was historically
characterized by Nonriverine Wet Hardwood Forest. These areas occur on flat or
rolling Coastal Plain sediments with a significant seasonal high water table.
Planted species for this project are characteristic of the Nonriverine Wet Hardwood
Forest vegetative community as described in Classification of the Natural
Communities of North Carolina (Schafale and Weakley 1990). The Planting Plan is
provided as Table 2.
Monitoring of Site restoration efforts will be performed until success criteria are
fulfilled. Monitoring will be conducted for wetland components of hydrology and
vegetation. The Site Monitoring Plan is depicted in Figure 3.
1.3 Location and Setting
The Site is located approximately 6 miles north of Tarboro, in northern Edgecombe
County (Figure 1). The Site is located within the Tar-Pamlico River Basin in 14-
digit USGS Cataloging Unit 03020102060010 of the South Atlantic/Gulf Region and
North Carolina Division of Water Quality subbasin number 03-03-04. The Site
watershed is characterized by agricultural land, pasture, forest land, and low-density
residential development. The Site is surrounded by active agricultural fields, and
forest stands. Agricultural fields are currently being planted in corn.
Directions to the Site:
Follow US 64 east to Tarboro; go North on NC 33 to Leggett (5 miles); turn right
onto Draughn Road (4 miles); turn right onto Bethlehem Church Road, and the Site
will be on the right in approximately 1 mile.

1.4 History and Background
Upon completion of the detailed restoration plan, construction schematics were
developed and construction was initiated in February 2007. Anderson Farms
completed earthwork and grading at the Site in March 2007. Carolina Silvics
completed planting of the Site in March 2007. Axiom Environmental, Inc.
completed the as-built mitigation plan and as-built construction drawings in April
2007.
Tables 3, 4, and 5 provide reporting and milestone history; contact information for all
designers, contractors, and suppliers; and relevant project background information,
respectively.
2. Project Condition and Monitoring Results
2.1 Vegetation Assessment
2.1.1 Vegetation Monitoring Procedure
Restoration monitoring procedures for vegetation are designed in accordance with A
Flexible, Multipurpose Method for Recording Vegetation Composition and Structure
(Peet 1998).
Plot vegetation received visual evaluation during periodic reading of monitoring
gauges to ascertain the general conditions and degree of overtopping of planted
species by weeds. Quantitative sampling of vegetation was performed on September
24 for the First Monitoring Year (Year 2007). Subsequently, quantitative sampling
of vegetation will be performed between September 1 and October 30, of each
subsequent year, until the vegetation success criteria are achieved.
During quantitative vegetation sampling in the first year, nine sample plots (10
meters by 10 meters) were randomly placed within the Site. Sample-plot locations
are depicted in Figure 2. Vegetation parameters monitored within each plot include
species composition, density, height, diameter at decimeter height (ddh), and vigor.
Visual observations of the percent cover of shrub and herbaceous species were also
recorded. Photographs of each vegetation plot are presented in Appendix A.

2.1.2 Vegetation Success Criteria
Success criteria have been established to verify that the vegetation component
supports community elements necessary for forest development. Success criteria are
dependent upon the density and growth of characteristic forest species. Additional
success criteria are dependent upon density and growth of "Characteristic Tree
Species." Characteristic Tree Species include planted species along with species
identified through visual inventory of an approved reference (relatively undisturbed)
forest community used to orient the project design. All canopy tree species planted
and identified in the reference forest will be utilized to define "Characteristic Tree
Species" as termed in the success criteria. A list of "Characteristic Tree Species" is
presented in Table 6.
An average density of 320 stems per acre of Characteristic Tree Species must be
surviving in the first three monitoring years. Subsequently, 290 Characteristic Tree
Species per acre must be surviving in year 4 and 260 Characteristic Tree Species per
acre in year 5. Planted species must represent a minimum of 30 percent of the
required stems per acre total (96 stems/acre). Each naturally recruited Character
Tree Species may represent up to 10 percent of the required stems per acre total. In
essence, seven naturally recruited Characteristic Tree Species may represent a
maximum of 70 percent of the required stems per acre total.
If vegetation success criteria are not achieved based on average density calculations
from combined plots over the entire restoration area, supplemental planting may be
performed with tree species approved by regulatory agencies. Supplemental planting
will be performed as needed until achievement of vegetation success criteria.
2.1.3 Vegetation Sampling Results and Comparison to Success Criteria
Quantitative sampling of vegetation occurred in September 2007. Results and
photographs of each plot are provided in Appendix A. Vegetation success criteria for
Year 1 (320 tree stems per acre) was exceeded for the 2007 annual monitoring year
with an average of 565 tree stems per acre across the Site. In addition, each
individual vegetation plot met success criteria with a range of 320 to 880 tree stems
per acre, except for plots 4 and 8, which each contained 240 tree stems per acre. Plot
4 exhibited signs of heavy grazing by deer, and Plot 8 was overgrown by Polygonum
sp. With the addition of naturally recruited character tree species, it is expected that
these plots will achieve vegetation success criteria in future monitoring years.

2.1.4 Vegetation Problem Areas
There were no vegetation problem areas observed during the first monitoring year
(Year 2007).
2.2 Wetland Assessment
2.2.1 Wetland Monitoring Procedure
Five groundwater monitoring gauges were installed at the Site during the first
monitoring year and two additional groundwater monitoring gauges were installed on
a reference site to monitor groundwater hydrology. These gauges were downloaded
monthly during the first monitoring year. Hydrological sampling will continue
throughout the growing season, for the remainder of the monitoring period, at
intervals necessary to satisfy the hydrology success criteria within each design unit
(USEPA 1990).
2.2.2 Wetland Success Criteria
Target hydrological goals have been developed using regulatory wetland hydrology
criteria and reference wetland sites.
Re u? latoa Wetland Hydrology Criteria
The regulatory wetland hydrology criterion requires saturation (free water)
within 1 foot of the soil surface for 5 percent of the growing season under
normal climatic conditions. In some instances, the regulatory wetland
hydroperiod may extend between 5 and 12.5 percent of the growing season.
Reference Groundwater Modeling
The reference groundwater model forecasted the wetland hydroperiod in
restoration areas will range between approximately 5 and 30 percent of the
growing season in early successional phases. Because wetland hydroperiods
during old field stages of wetland development are projected to extend for
less than 12.5 percent of the growing season, wetland monitoring plans that
extend for a 5-year period after restoration will utilize a minimum 5 percent
wetland hydrology criterion to substantiate restoration success.

Reference Wetland Sites
Two monitoring gauges were installed in reference wetlands located in the
southern periphery of the Site. Wetland hydroperiods measured by
groundwater gauges located within the reference areas will be compared to
hydroperiods exhibited by groundwater gauges in the restoration area to
further evaluate restoration success. Success criteria outlined by the
groundwater model indicates that the wetland restoration area should
maintain saturation within 1 foot of the soil surface for at least 74 percent of
the hydroperiod exhibited by the reference wetland (14 percent [old field
hydroperiod]/19 percent [forest hydroperiod]) in any given year.
Under normal climatic conditions, the hydrologic success criterion requires
saturation (free water) within 1 foot of the soil surface for a minimum of 5 percent of
the growing season. This hydroperiod translates to saturation for a minimum, 12-day
(5 percent) consecutive period during the growing season, which extends from March
21 to November 10 (USDA 1977).
In atypical dry years, the hydroperiod must exceed 75 percent of the hydroperiod
exhibited by the reference gauges. Reference gauge data will be used to compare
wetland hydroperiods between the restoration areas and relatively undisturbed
reference wetlands. These data will supplement regulatory evaluation of success
criteria and also provide information that will allow interpretation of mitigation
success in years not supporting "normal" rainfall conditions.
2.2.3 Wetland Monitoring Results and Comparison to Success Criteria
Hydrographs for each monitoring location are provided in Appendix B along with
daily rainfall totals for 2007 from a rain gauge (Station 318500 - Tarboro 1 S) located
in Tarboro, Edgecombe County (SCONC 2007). Groundwater data presented in
Appendix B were collected through September 20, 2007, for reference and restoration
area gauges, which corresponds to 184 days of the 234-day annual growing season.
Data will continue to be downloaded monthly until the end of the 2007 growing season
(November 10, 2007) and will be available upon request.
Two of the five groundwater gauges (Gauges 1 and 3) achieved the defined (or
targeted) regulatory success criteria for hydrology, saturation (free water) within
1 foot of the soil surface for a minimum of 5 percent (12 consecutive days) of the
growing season, in the First Monitoring Year (Year 2007). The two reference gauges
did not achieve the defined regulatory success criteria (Table 7). This year (2007) is

one of the driest years on record in North Carolina. Due to the drought conditions,
success for the first year monitoring will be based on comparison of the restoration
area hydroperiod to the reference wetland hydroperiod. All but one groundwater
gauge (Gauge 2) at the site maintained saturation within 1 foot of the soil surface for
at least 85 percent of the hydroperiod exhibited by the reference wetland. Gauge 2
was accidentally installed just outside of the eastern Site property boundary. In June
of 2007, Gauge 2 was moved approximately 50 feet west so that it would be within
the Site boundaries. By moving the gauge 50 feet west it also moved it 50 feet
further away from the main ditch (UT to Fishing Creek). This change in location
may reduce the effect that the ditch has on the groundwater table at Gauge 2,
resulting in a higher water table at Gauge 2 at the start of the 2008 growing season.
Two of the Site groundwater gauges (Gauges 1 and 3) actually doubled the
hydroperiod exhibited by the reference wetland. Based on this comparison, it is
anticipated that if normal rainfall had occurred, the restoration area and reference
wetland would have met the regulatory success criteria.
2.2.4 Wetland Problem Areas
There were no wetland problem areas identified during the 2007 monitoring year.
