As you are aware, the Department has monitored the Holly and Raft Swamp wetland restoration
site since its construction in December of 2012. The Holly and Raft Swamp site is located in
Robeson County, adjacent to SR 1527 Pine Log road approximately 7 miles northwest of
Lumberton. This site provides 0.65 acre of wetland restoration at a 1:2 ratio within NCDOT's
right-of-way to offset 1.29 acres of impacts due to temporary fill in wetlands associated with the
B-3693 project. NCDOT also planted the remainder of the temporary construction and
temporary utility easement area as required in the permit. The wetland restoration was
constructed and planted with the appropriate hardwood species in December of 2012. Per the
permit requirements, NCDOT was required to monitor the wetland mitigation site on an annual
basis for three years or until success criteria were met.
During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the PDEA Natural Environment Section (NES) website:

After three years of monitoring by visual observation and photo points for survival and aerial
cover of vegetation, the Holly and Raft Swamp wetland restoration site indicates that the planted
vegetation is surviving throughout the site at this time. Individual annual monitoring reports are
available on NES's website for 2013-2015.

A site visit was conducted on September 27th, 2016 with the U.S. Army Corps of Engineers and
NCDOT personnel present. It was determined at that meeting that the site success criteria had
been met and that no further monitoring would be required. NCDOT requests that the
appropriate resource agencies provide documentation stating that no further monitoring is
required and that the site is closed. If you have any questions about this project, please contact
