William Cameron Page 2 9. PROJECT DESCRIPTION: The project site is located at 414 Waynick Blvd., adjacent to Bank's Channel, between the Atlantic Ocean and the Atlantic Intracoastal Waterway (AIWW). The site is located within the Town of Wrightsville Beach, in New Hanover County. To locate the property from the Wilmington Regional Office, travel east on Eastwood Road/ US 74 E. approximately 4.15 mile towards Wrightsville Beach. From the drawbridge, continue heading east on Causeway Drive (N.C. Highway 76) approximately 1.5 miles then turn right onto Waynick Blvd. The property of interest will be located on the right hand side. The applicant currently maintains single family residence on the east side of Waynick Blvd, with the project site and existing docking facility located on the west side of the Waynick Blvd. The property is adjacent to residential properties with existing single family structures and private docking facilities. Highground vegetation consists of maintained lawn grasses and ornamental landscaping. The lot is approximately 0. 12 acres in size and has an average elevation of approximately 6' above normal water level. The project site has approximately 50 linear feet of shoreline frontage stabilized by an existing timber bulkhead. The applicant currently maintains a private docking facility within Bank's Channel. An existing pier extends from the shoreline, measuring approximately 5' in width by 63' in length. The waterward end of the pier attaches to a 18' in width by 18' in length two-story fixed platform. A ramp extends form the lower level of the platform out to a floating dock which measures approximately 6' in width by 38' which runs perpendicular to the shoreline. A second floater runs parallel to the shoreline and measures approximately 10' in width by 16' in length, allowing for an L -shape configuration with the existing floating docks. There is an existing boatlift measuring approximately 14' in width by 13' in length which is located on the landward end of the existing floating dock running perpendicular to the shoreline. The existing docking facility encroaches approximately 10' into the Adjacent Riparian Corridor Setback to the northeast but does not appear to encroach in to the Adjacent Riparian Corridor Setback to the southwest. The current docking facility currently accommodates three (3) vessels within water depths of approximately -3' to -6' at Normal Low Water (NLW). The Town of Wrightsville Beach Land Use Plan classifies adjacent waters and high ground area of project site as Conservation. There are no known archaeological sites located in the project vicinity. The waters of Banks Channel are classified as SB by the Division of Water Resources. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to install a single piling boatlift at an existing private docking facility within Bank's Channel. The project calls for the installation of a single piling boatlift measuring approximately 6' in length by 6' in width. The boatlift would be located adjacent to the northwest corner of the existing lower level of the fixed platform where the water depth is approximately -3' at NLW. The application states that the proposed single pole boatlift would increase the total slip count to four (4) formalized slips for the facility, however there appears to be potential for a fifth slip located at the waterward end of the existing floating dock which was not accounted for in the application. 10. ANTICIPATED IMPACTS: The proposed boatlift and tie pilings would incorporate approximately 36 sq. ft. of Estuarine Waters and Public Trust Area. The proposed single piling boatlift and would encroach approximately 5' into the adjacent 15' Adjacent Riparian Corridor Setback Area to the southwest, however the applicant received a waiver from the property owner to the southwest (Wiles).
