PROJECT ADDRESS – Waters Edge HOA community docking facility, Hampstead, NC 28443
Dear Mr. Mac:
The Division of Coastal Management’s Wilmington Regional office received a partial CAMA Major Permit application
from you or your agent on April 8, 2016, requesting approval for development activities at the Waters Edge HOA
community docking facility, in Hampstead, NC. In reviewing your application, we have discovered that additional
information is needed to complete the review process. Accordingly, I am requesting that you submit the following
additional information to this office:

1)On the MP-1 form, Section 3., please provide an address of the subject property.
2)On the MP-1 form, Section 4., please provide the length of shoreline dedicated to the HOA’s community dock
and/or common area. Also, please complete the remaining portions of Section 4. (b.), (c.), (d.) and (e.), instead
of placing “N/A” in each block.
3)On the MP-1 Form, Section 5. (f.), please provide a square footage calculation of bottom area disturbance (from
dredging) as well as the upland disposal impacts from spoil deposition.
4)As requested on the MP-2 form, Section 2. (c.), please provide a consent of entry/deposition agreement
between Waters Edge HOA, The NC State Property Office and the US Army Corp of Engineers allowing spoil
deposition on the COE’s disposal site, DA 203 (State Property).
5)Please provide a site plan drawing showing the location of the spoil disposal site, including the limits of spoil
deposition.
6)On the MP-2 form, please complete Section 5.(a.).
7)Please provide the signed certified mail receipts from the adjacent property owners.
8)Please sign and date the MP-4 form.
9)Please provide the missing drawing, sheet 1 of 3.
10)Please revise the submitted work plan drawing sheet 2 of 3 to accurately reflect the Corp of Engineers channel
set back. The plan submitted depicts an 80’ setback from the edge of the federally maintained channel;
however, the Corp of Engineers maintains a 100’ setback from the federal channel in the location of the
proposed expansion. Please note that as shown, the proposal may result in an objection from the Corp of
Engineers’ navigation section.
11)On the site plan drawing(s), please make a distinction between the existing piers/docks/boatlifts and the
proposed.
12)Please put a “revision” date on all of the submitted work plan drawings.
13)On the site plan drawing(s), please put water depth measurements from the area around the dock, relative to
normal low water and make a note on the drawing stating such. If there are any areas of submerged aquatic
vegetation (SAV) in the area of the proposed dock/pier expansion and/or the dredge footprint, please locate
those areas and make note on the drawings.
14)Please provide a check made payable to NCDEQ in the amount of $475.
In accordance with the Department of Environment and Natural Resources regulations, we note that the partial
application, as submitted on April 8, 2016, is incomplete for processing. Upon resubmission of a complete application, a
local decision will be made in 150 days, provided this period is not extended as provided by law. Please contact me at
