PROJECT SUMMARY: The applicant proposes to install a boatlift at an existing docking facility adjacent to Banks Channel. Robert W. Dozier c/o Trip Pippin Page 2 9. PROJECT DESCRIPTION The project site is located at 2 Sounds Point Rd on Figure "8" Island, adjacent to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, tum right on Beach Road South and travel south approximately 0.5 miles until you reach Sandy Point, which will be located on the right hand side. Tum right onto Sandy Point until you reach the property of interest which will be located on the left hand side of the road. The property is approximately 0.52 acres and is improved with a single family residence, a driveway, a bulkhead, and private docking facility. The property has an average elevation of approximately 4 feet above normal high water (NHW). Upland vegetation primarily consists of hardwood species and lawn grass. The property borders Banks Channel to the Northwest, Middle Sound to the north, and residential property to the South and East. The property has approximately 110 linear feet of shoreline which is stabilized by an existing 110' timber bulkhead. There are no coastal wetlands waterward of the bulkhead. The applicant maintains an existing private docking facility in to Banks Channel. The existing bulkhead and docking facility was authorized under General Permit #56528D on April 20, 2012 and consists of an existing 8' in length and 6' in width elevated pier dock that connects to the bulkhead, and terminates in a 12' in length, 12' in width elevated observation deck. An access ramp leads from the end of the existing pier to an existing 40' in length and 6' in width floating dock platform, which runs parallel to the shoreline and channel. An existing 13' in length by 13' in width boatlift is located on the landward side of the float. The existing docking facility is located within 200' of adjacent existing docking facilities to the northeast and southwest. The applicants existing docking facility is authorized for up to two (2) vessels. The Wilmington -New Hanover County 2006 Land Use Plan classifies adjacent waters and high ground portion of the property as Conservation. The waters of Banks Channel and Middle Sound are classified SA; ORW by the Division of Water Resources, and they are CLOSED to shellfishing. Banks Channel and Middle Sound is NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. PROPOSED PROJECT The applicant proposes to install a 13' in length by 13' in width boatlift on the northeast side of the existing private docking facility. The new boatlift will provide for one (1) additional boatslip at this existing facility for a total of three (3) vessels within existing water depths of approximately -3.0 ft. to -5.0 ft. at NLW (See Sheets 1 through 2 of 2). Neither of the adjacent property owners object to this project and want to retain their 15' riparian corridor setback. 10. ANTICIPATED IMPACTS The proposed boatlift would incorporate approximately 169 sq. ft. of Estuarine Waters and Pubic Trust Area. Including the proposed structures, the docking facility would extend approximately 33 feet into a waterbody, which measures approximately 406 feet across. This distance would conform to the 1/4 width rule or 101.5 feet, and it appears to extend to the established pier lengths, which is consistent with the rules at the time of the issuance of the permit for the existing docking facility. The proposed expansion of the existing docking would provide one (1) additional docking spaces for a total of three (3) vessels within existing water depths between -3.0 ft. and -5.0 ft. at NLW. The proposed structures would not encroach into the channel or the adjacent 15' Riparian Corridor Setback Area requirement. Minor increases in turbidity should be expected during construction.
