A couple questions for this one:
What kind of pipe is SSPPA?
Has replacement with a bridge even been considered here? This is a huge pipe carrying an 18’ wide stream that is Hatchery Supported Trout waters (Classified B, TR +) that are stocked
with trout for the fishing public.
A bridge would seem to be most appropriate here.
