FOR THE E&SC PLAN FOR THE QUARRY EXPANSION, 3M PLANS TO TAKE A PHASED/SEQUENCED
APPROACH WITH 2 PRIMARY PHASES. PHASE 1 INCLUDES A NORTHWARD EXPANSION OF THE QUARRY,
BUT WILL NOT AFFECT ANY STREAM BUFFERS_ PHASE 2 WILL INCLUDE A CONTINUATION OF THE QUARRY
EXPANSION, BUT WILL INCLUDE BUFFER IMPACTS_ 3M SEPARATED THE TWO PHASES IN ACCORDANCE
WITH DISCUSSIONS WITH DEC, WHICH REQUIRES SPECIAL CONDITIONS ONCE THE STREAM BUFFERS ARE
IMPACTED_
EXISTING SITE FEATURES ARE PLANNED TO BE UTILIZED FOR TEMPORARY BEST MANAGEMENT
PRACTICES (BMPS)_ TEMPORARY AND PERMANENT DIVERSIONS WILL BE ESTABLISHED TO DIRECT ALL
STORMWATER RUNOFF TO THE QUARRY PN AS IT EXPANDS_
PHASE 7:
THIS INCLUDES APPROXIMATELY 8O ACRES OF PIT EXPANSION, OR UP TO THE EXISTING STREAM
BUFFERS_ PHASE 1 MINE DEVELOPMENT IS SPLIT INT04 SUB -PHASES, OR 'STRIPPING AREAS- THE
LOCATION OF THESE STRIPPING AREAS ARE BASED ON THE GEOLOGIC DEPOSIT AND THE RELATIVE MINE
PLAN FOR MINERAL EXTRACTION. THE STRIPPING AREAS AND BMPS PROPOSED FOR EACH STRIPPING
AREA ARE LISTED BELOW_
STIR IPPING'AREA A'_
1. THE EXISTING'CHICKEN POND' WILL SLIGHTLY MODIFIED AND UTILIZED AS A TEMPORARY ROCK DAM
SEDIMENT TRAP UNTIL MINING PROGRESSES BEYOND THIS AREA THE "CHICKEN POND' IS AN 1 8
ACRE IMPOUNDMENT THAT IS CURRENTLY RECEIVING ABOUT 5 5 ACRES OF SITE DRAINAGE THE
"CHICKEN POND' WAS DETERMINED TO BE A NON JURISDICITONAL WATER BODY BY THE USAGE AND
DEO.
2. THE MINE PLAN WILL REQUIRE STRIPPINGOEVELOPMENT WORK SLIGHTLY TO THE WEST OF THE
CHICKEN POND'S WATERSHED (3 ACRES TOTAL)_ TEMPORARY DIVERSIONS WILL BE ADDED AS SHOWN
ON THE PLAN TO ALLOW FOR COMPLETE STORMWATER CAPTURE AT THIS AREA.
3. ONCE MINE DEVELOPMENT PROGRESSES INTO THE CHICKEN POND, THIS AREA WILL BE DIRECTED TO
DRAIN TO THE EXPANDED PIT.
4. AREAS THAT DO NOT NATURALLY DRAIN TO THE CHICKEN POND WILL HAVE TEMPORARY DIVERSIONS
BUILT TO DRAIN TO THE NEWLY EXPANDED PIT_ IF THIS IS NOT POSSIBLE DUE TO TOPOGRAPHY OR
THE OPERATOR'S MINE PLAN, ROCK DAM RDA WILL BE CONSTRUCTED.
5. RD -A IS DESIGNED FOR APPROXIMATELY 45 ACRES OF DRAINAGE. RDA IS DESIGNED TO PROTECT
STREAM'SA4" AND WILL ONLY BE BUILT IF TEMPORARY DIVERSIONS ARE NOT PRACTICAL
STRIPPING "AREA R'
1. MINE DEVELOPMENT WORK AT 'AREA B' IS PLANNED TO TAKE PLACE AFTER 'AREA N' HAS BEEN
DEVELOPED TO THE POINT WHERE IT IS LOWER IN ELEVATION THAN 'AREA B' ALLOWING RUNOFF
FROM 'AREA B" TO BE DIRECTED TO THE PIT.
2. A PERMANENT STORMWATER DIVERSION IS PLANNED TO DRAIN RUNOFF FROM"AREA R' INTO THE
NEWLY EXPANDED "AREA A"_ FILLING IS REQUIRED ON THE WEST END OF "PERMANENT DIVERSION R'
TO DRAIN THIS AREA AWAY FROM STREAM SB -1, AND TO THE PIT
3. AD 15 ACRE WETLAND WILL BE REMOVED WHEN BUILDING THE VERY WEST PART OF -PERMANENT
DIVERSION B'
STRIPPING "AREA C"
1. MINE DEVELOPMENT WORK AT 'AREA C' IS PLANNED TO TAKE PLACE AFTER"AREA R' HAS BEEN
DEVELOPED TO THE POINT WHERE IT IS LOWER IN ELEVATION THAN 'AREA C' ALLOWING RUNOFF
FROM "AREA C' TO BE DIRECTED TO THE PIT
2. A PERMANENT STORMWATER DIVERSION IS PLANNED TO DRAIN RUNOFF FROM"AREA C" INTO THE
NEWLY EXPANDED "AREA B"_
STRIPPING "AREA D"
1. MINE DEVELOPMENT WORK AT 'AREA D' DOES NOT REQUIRE OTHER STRIPPING AREAS TO BE
DEVELOPED_ EXISTING TOPOGRAPHY WILL ALLOW 'AREA D' DEVELOPMENT WORK TO START AT
ANYTIME, SO LONG AS THE BMPS ARE INSTALLED.
2. "PERMANENT DIVERSION D" IS PLANNED ALONG THE WESTERN EDGE OF THE PROPOSED PIT
BOUNDARY TO DIVERT STORMWATER AWAY FROM EXISTING STREAMS TO THE WEST AND SOUTH OF
THE PROPOSED QUARRY_
PROPOSED VISUAL SCREENING BERMS:
1. STRIPPING/OVERBURDEN MATERIAL FROM ALL PHASE 1 STRIPPING AREAS ARE TO BE USED FOR
CONSTRUCTION OF THESE BERMS.
2. THESE BERMS ARE TO BE CONSTRUCTED AS DESIGNED ON SHEETS P130 -88L 13-04 UP TO THE
TEMPORARY ROCK DAMS.
3. TEMPORARY ROCK DAMS RG4U,RD-132,RDA3, AND RDT4 ARE TO BE CONSTRUCTED JUST OUTSIDE
GET E STREAM BUFFERS AND USED FOR CAPTURE OF IMPACTED STORMWATER RUNOFF RELATED
TO BERM CONSTRUCTION_
4. APERIMETERSTORMWATERCHANNELISTOBE CONSTRUCTED ON EACH SIDE OF THE BERM TO
CAPTURE ALL RUNOFF FROM THE BERM_ THE DESIGN FOR THIS CHANNEL IS SHOWN ON SHEETS
P130 -88L 130 4_ A TEMPORARY DIVERSION WILL BE USED TO DIVERT STORMWATER BACK TO THE
ROCK DAM SEDIMENT TRAPS DURING 'PHASE V THE TEMPORARY DIVERSIONS SHALL MATCH THE
SAME DESIGN AS THE UPSTREAM PERMANENT STORMWATER CHANNELS.
PHASE 2:
THIS INCLUDES APPROXIMATELY 48 5 ACRES OF PIT EXPANSION UP TO THE FINAL PROPOSED PIT LIMITS,
AND INCLUDES AREAS OF THE EXPANSION THAT WILL IMPACT THE STREAM BUFFERS. PHASE 1 IN ITS
ENTIRETY DOES NOT NEED COMPLETION IN ORDER TO START PHASE 2. THE ACREAGE SPECIFIED FOR
PHASE 1 8 21S APPROXIMATED AND MAY VARY_ PHASE 21S TRIGGERED WHEN STREAM BUFFERS WOULD
BE IMPACTED.
PHASE 2 HAS SPECIAL REQUIREMENTS ADDRESSING STREAM BUFFERS IMPACTS. THE FOLLOWING
ACTIONS SHALL TAKE PLACE CONCURRENTLY AT THE START OF PHASE 2.
1. UPON STREAM BUFFER IMPACT, THE ENTIRE REMAINING STREAM(S) SHALL BE RE DIRECTED TO FLOW
BACK INTO THE QUARRY, WHICH WILL PROTECT ALL REMAINING STRIPPINGIDEVELEOPMENT ACTIVITY
FROM STORMWATER IMPACTS_
2. THE FINAL BERM PONDS SHALL BE CONSTRUCTED PER SHEETS PBOR-88BC-fi01/8O8
3. THE ROCK DAMS AT THE ENDS OF THE BERMS SHALL BE REMOVED AND THIS AREA SHALL BE FILLED
TO COMPLETE THE CONSTRUCTION OF THE BERM. ALL BERM RUNOFF WILL NOW BE DIRECTED TO
THE BERM PONDS, WHICH ARE DIRECTED TO THE STREAMS (DOWNSTREAM PORTION WHICH WAS
NOT REMOVED).
THE REDIRECTIONOF THE STREAMS MAY BE COMPLETED THROUGH A COMBINATION OF THE FOLLOWING
ACTIONS:
1. LARGE SCALE GRADING PROJECT TO REVERSE FLOW AT STREAMS
2. ACTIVE PUMPING
3. ADDITIONAL STRIPPINGIDEVELOPMENT WORK NORTH OF 'AREA R' WHICHINVOLVESEXTENDINGAN
OPEN PIT MINING SLOT BETWEEN STREAMS SM AND SAI, ALLOWING USE OF PERMANENT AND
TEMPORARY STORMWATER DIVERSIONS TO DRAIN THE REMAINING AREA BACK TO THE PIT
THIS LIST IS SUBJECT TO CHANGE BASED ON MINE PLAN, AND WHAT THE PIT CONFIGURATION IS UPON
STARTING PHASE 2. ADDITIONAL MEANS AND METHODS MAY BE INCORPORATED. A FINAL PLAN WILL BE
