Enclosed is a 401 Water Quality Certification Application submitted on behalf of Chris and Kim
Isenhour for their site located off of B-Var Road in Supply, NC. The applicants wish to construct
a house within the tract and must utilize an access easement to get to the property.
Constructing a road through the access easement and the site will result in 0.061 acre of
wetland impact. They propose to purchase 0.10 acre of non -riparian wetland credit from the
Stone Farm Regional Mitigation Bank to mitigate for these impacts.
Enclosed are the PCN form, site maps, site plan, and JD. The DWR application fee has been
submitted to your Raleigh office. Please let me know if you have any questions or need

application: Site consists of one tract and an access easement located to the north. The project area is currently undeveloped
except fora pier located in the southern part of the site.

The purpose of the project is to construct single family residence with convenient access and visibility to the AIWW. In
order to get to this tract, constructing a road through an easement and onto the site is needed.
3e. Describe the overall project in detail, including the type of equipment to be used:
The driveway footprint will be cleared of vegetation and fill material will be brought into the site to level the area of
disturbance. Utility lines will also be installed. 12" culverts will be placed at wetland crossings. The house pad area will
then be leveled and the house will be constructed. Track hoe, loader, dump truck, bob cat, and other standard
construction equipment will be used.

protected species are known to occur within this site. Several rare species, including piping plover, sea turtles, Atlantic
sturgeon, manatee, and seabeach amaranth are known to occur within a one mile radius of the site, most likely within or
on the beaches of the AIWW, which is located just south of the site. The project will be confined to areas landward of
MHW and will not impact any federally -protected species.
