PROJECT SUMMARY: The applicant proposes to construct a pier, enlarge an existing rip rap breakwater and backfill adjacent the Albemarle Sound in Columbia, Tyrrell County. Ramsey Tyrrell County PROJECT SETTING Barry and Elaine Ramsey have submitted a Major CAMA permit request to construct a pier, platform and an uncovered deck, enlarge an existing rip rap breakwater and backfill on their property at 276 Owens Lane (off SR#1209) in the development of Albemarle Estates in the Town of Columbia, Tyrrell County adjacent the Albemarle Sound. The 1 acre site currently has a single family residence, 2 sheds, an offshore breakwater and has 404 wetlands consisting mainly of Phragmites and an area of Coastal Wetlands (Spartina patens and Scirpus spp) present. The area of coastal wetlands has eroded through the past two Hurricanes (Matthew and Hermaine) leaving a small fringe on the property. In addition to the eroding wetlands the Hurricanes have eroded a large area of uplands, leaving open water within 15ft of the existing house. Following the hurricanes, repairs to the existing rip rap breakwater have been authorized. The applicant is working with a contractor to raise the existing rip rap breakwaterl' to 1 '/2' above the existing height and extend a return wall landward of the erosion escarpment. There will be a 5ft opening between the breakwater and return wall to allow water and fish passage. There are remnants of a rip rap retaining wall at the landward edge of the wetlands. After the Hurricanes there is very little left of the retaining wall but the property owners have been authorized to repair this retaining wall and backfill some open water and high grounds to pre -storm conditions to minimize further erosion threatening the structure. Both of the adjacent properties' shorelines are protected with rip rap revetments. This site was originally permitted to Hubert and Shelvia Barber (Permit number 105-90) in 1990 to bulkhead 550ft of the shoreline along the NWL which was modified in 1994 to install rip rap instead of the permitted bulkhead. A small amount of rip rap was placed in front of the entire development and raised as funds became available. The permit was renewed in August 1995 and July 1997. In 1999 the permit holders requested to renew permit 105-90 which was denied. This denial was due to the presence of coastal wetlands landward of the rip rap and the property owner to reclaim lands that had been lost over a 10 year period. The Albemarle Sound at the project site is classified as SB by the Environmental Management Commission. Water depths landward of the breakwater range from -1.5ft to -2ft NWL. Water depths waterward of the breakwater range from -2ft and -2.5ft NWL. The Albemarle Sound is approximately 7.5 miles across at the project site. PROJECT DESCRIPTION The applicant proposes to expand the footprint of the existing 192ft rip rap breakwater to have a 9ft base width and be 3ft tall (2ft above NWL) filling an additional 384 sq ft of soft bottorn. The applicant will backfill behind the breakwater filling 1,532 square feet of open water, 3,685 sq ft of 404 wetlands and 905 sq ft of coastal wetlands. Additionally, the applicant is proposing to construct a 100' x 6' pier with a 20' x 20' platform. This applicant is also proposing to construct a 10' x 15' uncovered deck on high ground immediately adjacent to the existing house and within the 30' buffer.. After construction of the uncovered deck there will be approximately 26% of impervious within the Coastal Shoreline AEC., ANTICIPATED IMPACTS The project will result in localized turbidity due to the construction of the pier and installation of the rip rap and backfill. The -construction of the pier and platform will shade 1,000 sq ft of sound bottom, and the installation of the rip rap will convert 384 sq ft of soft bottom to rip rap. Approximately 1,532 sq ft of open water, 3,685 sq ft of 404 wetlands and 905 sq ft of coastal wetlands will be converted to high ground.
