Bagley, please find attached a complete application and supplemental information requesting written approval from the North Carolina Division of Water Resources (NCDWR) to proceed with activities associated with the proposed residential development of the Clifford Grove residential subdivision (Site). Project Location The 46.797 -acre Site is located north of Clifford Road at a point approximately 870 feet northeast of the intersection of Clifford Road and New Bethel Church Road in Garner, NC. Project History The Site was previously part of a 50-cre tract. The remaining +/- 3 acres not within the project Site contains an existing occupied home and outbuildings where no impacts are proposed. A site meeting with Ms. Tasha Alexander of the US Army Corps of Engineers (USACE) was held on November 3, 2016 in response to a request for a preliminary jurisdictional determination (PJD). Ms. Alexander confirmed the delineation reflected on the attached maps. The PJD has not yet been issued. Similarly, a site meeting was held with Mr. Ray Milosh of the NCWR on June 7, 2016 to confirm the riparian buffer determinations. NBRRO # 16-159 corresponds to this Site. The attached letter dated June 8, 2016 discusses Mr. Milosh's findings. No permits are known to have been previously requested or issued for the site from the NCDWR or the USACE. The stormwater plan for the Site will be reviewed by the City of Garner. Clifford Grove Subdivision Page 1 of 2 J Project Summary and Purpose The purpose of the proposed project is to provide additional housing for the area. The project will involve the development of 115 home lots and the utilities (e.g. roadway, sewer, stormwater, etc.) associated with the residential development. Avoidance and Minimization All stream and wetland impacts have been avoided. Two stream crossings of a sewer line were required. Only one of the streams is buffered. Impacts to a small wetland area within the construction corridor of the aerial sewer crossing will be avoided and fencing installed around it's perimeter to avoid unintentional impact. Roads and other utilities were routed so as not to require stream or wetland crossings. Project Impacts No stream or wetland impacts are proposed. The riparian buffer impacts resulting from an aerial sewer crossing will impact a total of 2,055 ft2 in Zone 1 and 1,437 ft2 of Zone 2. Mitigation No mitigation has been proposed because all of the proposed impacts are considered "allowable". If you have any questions, please call me at (919) 559-1537. Proposed impacts are requested for an aerial sewer line crossing. The sewer crossing was proposed as an aerial crossing to avoid stream impacts. An aerial crossing of another unbuffered stream has also been designed to avoid stream impacts. Utilities were routed so as to avoid impacting wetlands. Roads and lots were designed to avoid streams, wetlands, and riparian buffers resulting in no other proposed impacts. 1 b.
