Dear Ms. Karoly,
On May 28, 2008, your office issued a Request for More Information regarding Whispering Pines
Subdivision, located in Franklinton, Franklin County, North Carolina. In response to your comment we
have prepared additional information that is included with this letter.
We would like to request a phased, conditional permit. The owners of this property only propose
to develop a small portion of the property, Phase 1, Section 1 at this time. The timeline for full
development of the site could stretch anywhere from five to ten or more years from now. Only the impacts
associated with Phase 1, Section 1 are proposed at this time. Specifically, the impacts associated with the
installation of Tanglebriar Trail (Impact Area #1). We have shown the full extent of impacts to the entire
site in the previously submitted Impact Maps.
The conditional aspect of our permit request is directly related to your comment regarding
Stormwater Management Plans (SMP). Per the requirements of GC3705, this project is subject to the rules
outlined in SMP Requirements for Applicants Other Than the NC DOT. According to those rules, any
drainage area with impervious surface cover of equal to or greater than 24% must have a NC DWQ
approved SMP. Please see the attached drawing sheet DA-1.0 Whispering Pines - Drainage Area
Delineation and Impervious Area Calculations. Phase 1, Section 1 is located in Drainage Areas A and B,
both of which have Impervious Coverage less than 24% (18.91/o and 21.6% respectively). There are
drainage areas on the site that have over 24% impervious coverage and we understand that DWQ approved
SMPs will be required for those areas. We would like to request conditional approval of the impacts
associated with Phase 1, Section 1 with the understanding that future development will require DWQ
approval of SMPs for drainage areas with impervious coverage over 24%.
