John and Dave,
At the end of the U-5760 External Scoping Meeting (9/21/16), we discussed Merger screening (a summary of that discussion is below). At that time, we were unsure the level of impacts
to a parallel crossing of a UT to
Kerners Mill Creek. Since that time, we have gathered more information and have developed some conceptual designs.
Our conclusion is that we are now below the IP threshold for the Kerners Mill crossing.
Two conceptual designs are attached. They have the same typical section, but we investigated the constraints and implications of different design considerations. Anticipated permanent
impacts for the Kerners
Mill system crossings (the total for all crossings of Kerners Mill and the associated UTs) are:
Alt 1: 130 LF of stream impact, 0.10 acre wetland impact

Alt 2: 180 LF of stream impact
o
We have avoided the parallel stream completely.
There may be other stream impacts along the corridor, but this is applicable if you are looking at permit thresholds per stream system (rather than cumulatively for the entire corridor).
We may be able to further minimize impacts depending on the other design elements selected (median width, sidewalks, bike lanes, etc.).
With these findings, NCDOT recommends that Merger is not needed for this project. Please let me know if this is sufficient information to come to a conclusion about Merger for this project,

meet (phone or in person) to discuss further.

Merger Screening Discussion Summary from 9/21/16:
Following the external scoping meeting, USACE, NCDWR, and NCDOT held a merger screening meeting. The total potential stream impacts for 110-foot and 190-foot wide corridors were presented
and discussed. The
two stream crossings at the interchange are proposed to be bridged; therefore, no impacts are anticipated at those locations. The amount of impacts to the four potential stream impact
areas near Timberwood Trail
vary based on the typical section proposed and the alignment. There are no known competing protected resources along the corridor.
The decision about Merger will be based largely on the likelihood of requiring an Individual Permit, although attendees agreed that GP 13 may be appropriate. Since that determination
will be affected by the selected
typical section, the merger screening team agreed to wait until the traffic forecast has been completed and typical section has been chosen before a decision is made about whether to
include this project in the merger
process.
Ms. Gresham and Ms. Euliss said that if the project is not in Merger, NCDOT would coordinate with the permitting agencies through the design process so that USACE and NCDWR were comfortable
with the project
purpose and alternatives studied before NCDOT submitted the permit application.
