Bridge No. 353 on Turkey Rd (SR 1349) over UT Coldwater Creek, Class
WS-IV CA, Rowan County, NC, WBS Project No.: 17BP.9.R.62
Dear Mr. Thomas,
We are requesting a Nationwide 14 permit for replacement of Bridge No. 353 with a
double barrel box culvert on Turkey Rd (SR 1349) over UT Coldwater Creek (Class WS-
IV CA) in Rowan County. I have attached a pre-construction notification application, a
vicinity, soils, and topographical map with the project area called out, a Stormwater
Management Plan, a'No Survey Required form for Historic Architecture', and a'No
Archaeological sites are present or Affected' form for Archeology, and a Mitigation
Acceptance Letter from NC Division of Mitigation Services (NCDMS). Also attached are
the Permit Drawings and the Culvert Survey Report. The project will permanently impact
114 linear feet (40'-culvert, 74'- bank stabilization) and temporarily impact 14 linear feet
(5 foot base channel for dewatering) of UT Coldwater Creek. Low stream flow will be
isolated into one barrel, with 1' sills, and the culvert will be buried 1' below the stream
bed to ensure aquatic passage. The high flow barrel will have 2' sills and floodplain
benches constructed at the inlet and outlet of the culvert. The low flow barrel will be
backfilled with material that is excavated from the stream or floodplain and may be
supplemented with rip rap if needed. The high flow barrel will be backfilled with rip rap
or native bed material of appropriate size to the sill elevation. The site for the installation
of the culvert will be dewatered during construction in accordance with NCDOT's Best
Management Practices. A temporary overhead power line located over the eastern
(inlet) side of the creek will be installed during construction. No stream impacts are
proposed as a result of the overhead power line installation.
The USFWS lists Schweinitz's sunflower (Helianthus schweinitzii) as endangered and
Northern Long-Eared bat (NLEB-Myotis septentrionalis) as threatened for Rowan
County. The bald eagle is also listed under the Bald and Golden Eagle Protection Act.
Due to habitat in the project area for Schweinitz's sunflower a survey was conducted on
October 28, 2014. No individuals were located. Therefore, it was determined that there
will be `no effect' on Schweinitz's Sunflower. A bald eagle survey was conducted on

January 21, 2015. No nests or evidence of nests were found. We determined that the
project'May Affect but is Not Likely to Adversely AffecY the NLEB. Anticipated tree
clearing impacts for this project are estimated to be 0.2 acres. A NLEB Screening
checklist is attached. Thus, for the proposed action, NCDOT has committed to the
conservation measures listed below:
1) No alterations of a known hibernaculum's entrance or interior environment if it
impairs an essential behavioral pattern, including sheltering Northern long-eared bats
(January 1 through December 31);
2) No tree removal within a 0.25 mile radius of a known hibernacula (January 1
through December 31); and
3) No cutting or destroying a known, occupied maternity roost tree, or any other
trees within a 150-foot radius from the known, occupied maternity tree during the period
from June 1 through and including July 31.
NCDOT has determined that the proposed action does not require separate consultation
on the grounds that the proposed action is consistent with the final Section 4(d) rule,
codified at 50 C.F.R. § 17.40(0) and effective February 16, 2016. Section 7
responsibilities are therefore considered fulfilled.
By copy of this letter, we also request 401 review and approval from the NC Division of
Water Resources with one copy of the application package provided to Amy Chapman,
Transportation Permitting Unit Supervisor, and Dave Wanucha, DOT Project
Coordinator. Please charge the application fee of $270 to WBS Project No. 7BP.9.R.62.
By copy of this letter, we also request Marla Chambers, NC Wildlife Resources
Commission, to comment directly to the Corps concerning the permit request.

The existing site is a bridge. The surrounding land is a mixture of agricultural, rural residential, and forested areas.

Replacing a structurally deficient single span bridge with 2@ 13'X8" RCBC's on a 90 degree skew.
3e. Describe the overall project in detail, including the type of equipment to be used:
Traffic will be detoured off-site and erosion and sedimentation control measures will be installed. Water will be diverted
around the construction area and the old bridge will be removed. The proposed structure will be replaced on its existing
alignment and a new culvert structure 2@ 13'X8' RCBC's will be cast in place. The channel will then be excavated and
realigned for low flow shaping, and a floodplain bench with stabilization will be established on the right bank. Water will
be pumped around the work area during construction by installed impervious dikes upstream and downstream of the
existing bridge. Pumped water between dikes will be directed into a special stilling basin. Equipment to be used includes
a track hoe, dump truck, paving equipment, pumps, and various hand tools.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The proposed project will remove and replace a structurally deficient bridge and replace it with a double box culvert.
Roadway approach work is minimized as much as is practical to reduce the overall project footprint. An off-site detour will
be employed to avoid the need for a temporary parallel structure. The culvert slope is 0.40%, so native bed material shall
be placed between the sills in the culvert to provide a continuous low flow channel. Further justification is provided in the
stormwater management plan. Bank stabilization will be minimized to those areas where deemed necessary.

Erosion and sedimentation BMPs will be installed prior to construction. Water will be diverted around the work area to
prevent sedimentation of downstream aquatic resources. Impacts will be minimized by strict enforcement of Best
Management Practices for the protection of surface waters, restrictions against the staging of equipment in or adjacent to
waters of the US and coordination (including a pre-construction meeting) with the Division Environmental Supervisor.

County GIS Tax database was undertaken on November 17, 2U14. Based on this review there are no
resaurces o�er SO years of age in the APE of this project which would be eligible for National Register
Listing. One 1�6Qs era Ranch House stands witkun the AF'E, but it is a camman type wiEh no
distinguishing stylistic features. Also a mobile home and a metal shedlgarage are within the APE. No
sur�ey is required.

Project Description:
This project is an intensive archaeological survey and evaluation for the replacement of Bridge No. 353
on SR 1349 (Turkey Road) over an unnamed tributary of Cold Water Creek in Rowan County. As defined
by the NCDOT, the Area of Potential Effects (APE) for archaeology measures approximately 300 feet
(91.44 m) from either end of Bridge No. 353. The corridor is approximately 1 SO feet (45. 72 m) wide,
extending 75 feet (22.86 m) on each side of SR 1349 from its present centerline.
SUMMARY OF ARCHAEOLOGICAL FINDINGS
The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed
the subject project and determined.•

area of potential effects.

An archaeological survey and evaluation of the proposed replacement of Bridge No. 353 on SR 1349
(Turkey Road) over an unnamed tributary of Cold Water Creek in Rowan County was conducted on
February 6, 2015, by Terri Russ and Laurie Griesmer of Environmental Services, Inc. (ESI). As a result
of the investigations, no archaeological sites were located within the project's APE. No further
archaeological investigations are needed for this project. I concur with this recommendation as the
proposed bridge replacement project will not impact significant archaeological resources. If the project
expands and impacts subsurface areas beyond the defined APE, further archaeological consultations will
be necessary.

Brief description of review activities, results of review, and conclusions:
ESI conducted an intensive archaeological survey for the replacement of Bridge No. 353 over an
unnamed tributary of Cold Water Creek on SR 1349 (Turkey Road) in Kannapolis, Rowan County, North
Carolina (Figures 1 and 2). As defined by the NCDOT, the survey area (Area of Potential Effects
[APE]) for archaeology measures approximately 300 feet (91.44 m) from either end of Bridge No. 353.
The corridor is approximately 150 feet (45.72 m) wide, extending 75 feet (22.86 m) on each side of SR
1349 from its present centerline.
A map review and site file search conducted by NCDOT on 1 December 2014 revealed that no previously
recorded archaeological sites have been identified within the APE. One previously recorded site,
31RW53, is recorded within one mile of the APE. A search of the North Carolina State Historic
Preservation Ofiice online database (HPOWEB GIS Service) revealed no previously recorded historic
architectural resources within the APE that have the potential to yield intact archaeological deposits.
Topographic maps, aerial photography, United States Department of Agriculture (USDA) soil survey
maps, and historic maps were examined for information on natural or cultural factors that might have
affected site location or preservation. The c. 1910 Rural Delivery Routes map shows what appears to be
the current road alignment and crossing. The 1914 Soil Survey map for Rowan County does not show a
road ar crossing in the vicinity of the current bridge. The 1953 Rowan County Highway map shows
Turkey Road as an improved gravel road in its approximate current alignment. No structures are
depicted near the project APE.
The APE largely consists of wooded areas with some recent disturbance from residential and commercial
construction. Oriented roughly north-south, Bridge No. 353 and Turkey Road cross the unnamed stream,
which drains west into Cold Water Creek (Lake Fisher) within the Yadkin-Pee Dee River Basin. Map
units (soil series) are named for the major soil or soils within the unit, but may have minor inclusions of
other soils (NRCS 2013). The soil units mapped within the APE are listed in Table 1. The floodplain of
the unnamed tributary of Cold Water creek is mapped as Chewacla loam, frequently flooded (ChA). The
side slopes of the northern portion of the APE are Rion-Wedowee complex (RnC; 8-15% slopes). This
well drained soil series typically consists of around 20 centimeters of sandy loam over sandy clay loam.
The southern portion of the APE is mapped as Enon fine sandy loam (EnC; 8-15% slopes). This well
drained soil series is encountered on hillslopes, and typically consists of less than 20 centimeters of fine
sandy loam over less than 10 centimeters of sandy clay loam. Subsoil is clay, typically encountered
around 25 to 30 centimeters below surface (NRCS 2013).

The current archaeological investigation included pedestrian (visual) inspection and shovel testing within
the APE. Photographs of the project area are shown as Figures 3-8.
A systematic visual inspection of the APE was undertaken to search for surface artifacts, above-ground
structural remnants, or other signs of cultural activity. Surface visibility was generally poor due to ground
cover and existing vegetation. The northeastern quadrant of the APE drops steeply from the existing
road. An old roadbed (roughly parallel to Turkey Road) was noted outside of the APE, as well as several

berms and pushpiles of soil from grading or other earthmoving activities. The southeastern quadrant is
located within a maintained lawn. Although no structural remains were observed, a pile of modern brick
and cinderblock fragments, as well as a maintained grape arbor, were noted on the eastern edge of the
parcel (outside of the APE). The field is current used as a recreational area (soccer field) by neighboring
residents. The southwestern quadrant of the APE consists of a graded area of disturbed soil adjacent to
Wensil Lane dropping steeply into the floodplain of the creek. Modern disturbance, including pushpiles
of soil, grading, and garbage dumping was observed. The southern portion of the northwestern quadrant
of the APE appears to have been recently clearcut. The area is overgrown, and silt fencing and soil berms
along the creek (erosion control) were noted. The northern portion of this quadrant houses a commercial
garage and parking area.
A total of nine shovel tests were excavated within the APE (see Figure 2 for shovel test locations). Three
shovel tests (Shovel Tests [STs] 117-119) were excavated within the northeastern quadrant of the APE.
Shovel tests were aligned to the eastern edge of the APE, as the majority of this quadrant appeared to
have been disturbed by road construction. Soils in this portion of the project area generally consisted of
10 centimeters of grayish brown sandy loam over 20 centimeters of yellowish brown sandy clay loam.
Subsoil was a brownish yellow silty clay. Shovel testing in the southeastern quadrant of the APE (STs
120-122) encountered eroded soils, with around 10 centimeters of brown loam over reddish brown clay.
Only one shovel test was excavated in the southwestern quadrant of the APE due to obvious disturbance
and hydric soils. ST 123 encountered 20 centimeters of disturbed brown sandy loam and gravel over
yellowish brown sandy clay. Soils in the northwestern quadrant of the APE were also disturbed, likely
from clearcutting, grading, and commercial construction. STs 124 and 125 encountered 20 to 30
centimeters of mottled red and reddish brown clay and gravel over reddish brown clay subsoil.
Shovel tests measured 30 centimeters in diameter and were excavated to sterile subsoil or the water table.
All soils were excavated by natural levels (soil strata) and screened through a 0.25-inch hardware mesh.
No artifacts were recovered from any of the shovel tests.
Based on the results of the background research and field investigations, no archaeological resources are
located within the APE for Bridge No. 353 in Rowan County. It is recommended that this project be
allowed to proceed without concern for impacts to significant cultural resources. Should the boundary of
the proposed APE be expanded or moved, additional archaeological investigations may be necessary, as
determined in consultation with the NCDOT and/or SHPO per the Programmatic Agreement.

The purpose of this letter is to notify you that the Division of Mitigation Services (DMS) will provide the
compensatory stream mitigation for the subject project. Based on the information supplied by you on December 5,
2416, the impacts are located in CU 03040105 of the Yadkin River basin in the Central Piedmont (CP) Eco-Region,
and are as follows:

This impact and associated miUgation need were under projected by the NCDOT in the 2016 impact data.
DMS will commit to implement sufficient compensatory stream mitigation credits to offset the impacts associated
with this project as determined by the regulatory agencies using the delivery timeline listed in Section F.3.c.iii of the
In-Lieu Fee Instrument dated July 28, 2010. If the above referenced impact amounts are revised, then this
mitigation acceptance letter will no longer be valid and a new mitigation acceptance letter will be required from
DMS.
