I’m still finding my way through the buffer rules and nuances as well. We typically capture “wetland mitigation” in a different table and the data are expressed in acres as you have done in the application. Just as an aside, our rules recently changed requiring that there be at least 1.0 acre of wetland impacts before mitigation kicks-in (previously it was >0.10 ac). For this project, DOT is well above that amount, so it’s moot. One last question: With respect to wetland mitigation, I’m assuming that the wetland impact data in your Table 1 on page 2 of 4 in the application, include data from the mitigable wetland columns (422 sq’ and 148 sq’). Your table footnote is accurate. As far as the numbers go, I think maybe this is what they should be for your table (the numbers in the mitigable wetland columns were not included):  Zone 1 totals (2,848) minus Wetlands in Zone 1 (627 + 422 = 1049) = Zone 1 not wetland buffers (1,799)  Zone 2 totals (1,586) minus Wetlands in Zone 2 (270 + 148 = 418) = Zone 2 not wetland buffers (1,168) Like I said, this is my first buffer application, but I just went and asked another guy in our group, and he thought the same thing. As I understand it, there were only 142 sq’ of mitigable buffer impacts in Zone 2. That is because those impacts were located outside of the original project boundaries and were therefore not grandfathered, i.e. exempt from Jordan Lake Buffer Rules, and are now subject to buffer rules. Is that correct? 2 Zone 1 impacts of 2,848 - 627 (wetlands in Zone 1) = 2,221 sq’ of buffer impacts. Zone 2 impacts of 1,586 – 270 (wetlands in Zone 2) = 1,316 sq’ of buffer impacts. The numbers in my narrative came from adding the allowable and mitigable impacts together by zone. 2848 sq ft (2426 allowable + 422 mitigable) in Zone 1 and 1586 sq ft (1296 allowable and 290 mitigable) in Zone 2. Is that not how I’m supposed to look at it? Let me know what you think and I’m happy to submit an official correction e-mail if I need to. The narrative account of buffer impacts on page 3 does not match the impact summary sheets. I follow the calcs regarding wetlands in buffers with 142 sq’ of mitigable area in Zone 2 (290 sq’ – 148 sq’= 142 sq’) But the others aren’t adding up. Thanks. Dave W.
