EASLEY GOVERNOR April 3, 2008 Mr. William Wescott Washington Regulatory Office ACOE P.O. Box 1000 Washington, NC 27889-1000 "'may LYNDO TIPPETT SECRETARY Re: Wetland Site IV Mitigation Site, Wayne County, State Project No. 8.1330502, TIP No. R-1030BB, Action ID No. 199202353, WQC Proj. No. 990413 Mr. Wescott: As you are aware, the Department has monitored the Wetland Site IV Mitigation Site since its construction in April of 2005. Located in Wayne County, adjacent to the US 117 bypass between Wilson and Goldsboro at Sta. 246+00 -L- RT., this site provides 0.24 acres of wetland mitigation for impacts associated with the R-1030BB project. The restoration effort involved the removal of an abandoned roadway and planting with bottomland hardwood species. Success criteria required that the site achieve 80% aerial coverage of native vegetation within one year of the date the fill material is removed. According to permit conditions, NCDOT was required to monitor the Wetland Site IV Mitigation Site visually for one year or until success criteria were met; hydrologic monitoring was not required for this project. After the growing season, an annual monitoring report was submitted to the appropriate regulatory agencies via the Natural Environment Unit's (NEU) website: http://www.nedot or /?doh/preconstructlpe/neulMonitorina/MonitorinzReports html After one year of vegetation monitoring, the Wetland IV Mitigation Site monitoring indicates that the planted vegetation is surviving and the site has achieved 80% aerial coverage of native vegetation. The first year of monitoring data is provided within the annual monitoring reports available on NEU's website for 2006. NCDOT requests that the appropriate resource agencies provide written documentation stating that no further monitoring is required and that the site is closed. If you have any questions about this project, please contact Mr. Randy Griffin at (919) 715-1425.
