Freeboard was less than 2 feet from Oct 1 thru 16. Exceeded applications rated due to flows
associated with Hurricane Matthew. Additional spraying occurred during hurricane to keep
lagoon breech from occurring. Notification was provided to Tom Tharrington and Steve West at
the Wilmington Regional office.
