General Project Narrative: The North Carolina Department of Transportation (NCDOT) has proposed to replace Orange County Bridge #670137 on Edmund Latta Road (SR 1550) over Forrest Creek. The
(Description of Minimization of Water existing structure is a single span bridge (1 @20'6”) and is timber deck on I-Beams supported by timber caps, timber piles, concrete encased, and timber bulkheads. The
Quality Impacts) proposed structure is a Single Span 21" Cored Slab with 2.5' Deep Caps, 1@40'. This structure has been designed to have as little environmental and surface water impacts as
possible. Geotextile and rip-rap were utilized for bank stabilization in an attempt to reduce stream bank erosion along the banks of the channel underneath the bridge. Forrest
Creek mitigation bank conservation site is located in the project area. The conservation easements are shown in the permit drawings.
To avoid direct discharge of bridge storm water into the receiving water, deck drains are not required for the proposed bridge. Storm water impacts to the stream have been
minimized by utilizing grated inlets and pipes to collect bridge storm water and use rip rap outlet protection at 14+53 RT to dissipate energy to provide a diffuse flow (non-erosive
sheet flow) before entering the buffer. This diffuse flow will run for a distance of 60'+/- in a wooded area before entering the stream. At the same (SE) quadrant, an existing
roadside ditch has outlet at 14+85 RT and becomes diffuse flow for a distance of 30'+/- before entering the buffer. This ditch will be retained and lined with toe protection along
the fill slope. At NE quadrant, an existing roadside ditch has outlet at 14+35 LT within buffer zone 2 with diffuse flow and runs for 15'+/- before entering buffer zone 1. This ditch
will be retained and lined with toe protection along the fill slope. At the NW quadrant an existing roadside ditch has outlet at 12+80 LT at a soil road with diffuse flow and runs for
a distance of 20+/- before entering the buffer. This ditch will be retained. In the SW quadrant there is an existing roadside ditch that has outlet to the stream. This ditch will be
retained and lined with toe protection along the fill slope. At all four quadrants, there are no proposed roadside ditches with concentrated flows or proposed stormwater
conveyances through the buffers. Due to the nature of low impact bridge replacement, the increases in stormwater discharges (post vs pre condition) are insignificant and the
existing ditches do not need to be modified. Therefore, additional stormwater measures are not required.
