Dear Mr. Willis:
This letter is in response to a permit application request under the Coastal Area Management Act
(CAMA) from the NC Department of Transportation (NCDOT) for the above referenced project.
Processing of the permit application package for this project, which was received as complete by the
Division of Coastal Management's (DCM's) Elizabeth City District office on December 3, 2007, is
ongoing. However, it has been determined that additional information will be required prior to DCM
taking final action on your application. This item is summarized below:
1. The N.C. Division of Water Quality (DWQ) detennined that a Stormwater Management Permit
is required for this project and a stormwater application was requested by DWQ in the attached
letter to NCDOT dated January 3, 2008.
In that the rules of the Coastal Resources Commission state that "If the application is found to be
incomplete or inaccurate after processing has begun or if additional information from the applicant is
necessary to adequately assess the project, the processing shall be terminated pending receipt of the
necessary changes or necessary information from the applicant" [T15A:07J.0204(d)], the Division has
determined that in cases such as this, the Stormwater Management Permit required by DWQ must be
obtained prior to the issuance of a CAMA permit. Therefore, it is necessary that processing of your
permit application be placed in abeyance until such time as the Stormwater application is provided to
DWQ, and a copy of the Stormwater Management Permit is supplied to this office.

As required by T15A:07J.0204(d), during the pendency of any termination of processing, the
permit processing period will not run. Upon resolution of the above listed item, DCM will
resume processing of the application at the point where it was terminated.
