I have another project that I need to meet with you on to determine the applicability of the Neuse Buffers. It’s a solar farm project for FLS Energy called the Trent River Project. It’s approximately 800 acres and located just west of Pollocksville along NC58 in Jones County. Attached is the stream request form with USGS and Soil Survey maps. S&EC has reviewed all of these features in the field, but they are all present in some form or fashion (with the exception of two ponds), and they will come down to best professional judgements to determine if they are either modified streams or ditches. I included a partially completed stream table in MSWord format that we can fill in together in the field. I think this will be helpful to keep track of our calls as we go. You’ll see there are 17 features, of which 11 (A-K) are on the maps and 6 (1-6) are not, along with 3 ponds (2 of which are not present). 3 We included the features not on the maps just to obtain confirmation from DWR that they are indeed not shown on the maps and therefore not subject to the buffers (in case the Corps determines that they are jurisdictional). (For that matter, we’re starting with the buffer determinations before verifying the WoUS with the Corps as the presence of the buffers will dictate the final project boundaries.) While it’s all agricultural fields that are easily accessible from the truck, given the size and number of features it will still take us a good 4 hours or so to complete, so we’ll need to plan for a full day. Plan to meet me at the intersection of NC58 & Goshen Lane. Should take you about an hour to get there.
