Salisbury Street Raleigh, NC 27604 Re: The Meadows Subdivision Request for Buffer Impact Approval DWQ Project #07-1815 Sage Project #2016.50 On behalf of Mr. Jason Vickers of KB Home, please find attached a complete application and supplemental information requesting written approval from the North Carolina Division of Water Resources (NCDWR) to proceed with activities associated with the proposed stabilization of existing discharge swales from previously approved stormwater BMP devices Project History The majority of the lots within The Meadows subdivision have been developed. NBRRO 06-244 corresponds to the riparian buffer determination made on the site in 2006. A single road crossing of a buffered stream was permitted (DWQ Project #07-1815) and allowed for 150 LF of stream impact and buffer impacts totaling 12,867 ft2 (4,837 ft2 in Zone 2 and 8,030 ft2 in Zone 1). This road has not been constructed. Four stormwater devices were previously approved by the Town of Wake Forest and NCDWR. Riparian buffer approval for the discharge swales associated with the BMPs were not requested however were shown on the approved plans. The stormwater devices meet the stormwater standard requirements, however, the discharge swales for BMPs 1-3 are becoming unstable in some cases. Project Summary and Purpose The purpose of the proposed project is to stabilize the existing BMP discharge points into streams so that further erosion will not take place. The project will involve the shaping and stabilization of the existing outlet swales discharging from the existing stormwater BMP devices. Avoidance and Minimization The heavy equipment required to complete the buffers to minimize impacts. the repairs will remain outside of Zone 1 of The Meadows Subdivision Page 1 of 2 Project Impacts No stream or wetland impacts are proposed. The riparian buffer impacts resulting from the three previously approved stormwater BMP devices total 4,887 ft2 in Zone 1 and 5,147 ft2 of Zone 2. The discharge swale from BMP #1 will have buffer impacts of 1,033 ft2 in Zone 1 and 2,650 ft2 of Zone 2. The discharge swale from BMP #2 will have buffer impacts of 2,925 ft2 in Zone 1 and 1,832 ft2 of Zone 2. The discharge swale from BMP #3 will have buffer impacts of 929 ft2 in Zone 1 and 665 ft2 of Zone 2. Mitigation No mitigation has been proposed because all of the proposed impacts are considered "allowable". If you have any questions, please call me at (919) 559-1537.
