Hi Cherri,
Thank you for your review. The total area of wetland impact is 0.56 ac., not 1.04 ac. Maybe the following table will help
clarify how we were attempting to present the impacts.
Wetland Impacts
PFO PEM Total
Permanent 0.00 0.02 0.02
Temporary 0.48 0.06 0.54
Total 0.48 0.08 0.56
As depicted, the 0.48 ac. of temporary PFO wetland impacts is also the 0.48 ac. of PFO to PEM conversion. There will
also be 0.06 ac. of temporary impact to PEM wetlands, where mats will be placed down to accommodate the construction
area.
For Buffer Impact 15, you are correct. The Figure 9 depicts and labels the buffer impact correctly as Zone 1 and Zone 2
parallel impacts. The table incorrectly states that Buffer Impact 15 is a perpendicular impact – it should be in the parallel
column. This impact area is entirely within an existing transportation corridor (a small private paved road). As such, this
area would still not require mitigation.
For Buffer Impact 22, we went with perpendicular, because its located at a point where Rogers Road cross the stream
perpendicularly at a culvert. I note that the stream then bends to run somewhat parallel to Rogers Road, but it was kind of
tricky to pull out the portion that was perpendicular and the portion that was parallel in GIS. This impact area is entirely
within an existing transportation corridor (Rogers Road). As such, this area would still not require mitigation.
I hope this helps answer your questions. Please let me know if I can provide any further clarification.

Charlie Benton

Subject: Rogers Road Sewer Expansion
Hi Charles,
I’ve had a chance to look at the application you’ve submitted for the Rogers Road Sewer Expansion project in Orange
County, and I just want to make sure I have all of the impacts correctly interpreted.
As far as the wetland impacts go, I understand that there are 0.54 acre of temporary, 0.02 acre of permanent, and 0.48
acre of conversion. Since DWR considers the conversion of wetlands from forest to herbaceous to be a temporary
impact, from our perspective there will be a total of 1.02 acres of temporary impacts. I just want to make sure that my
assumption is correct because the wetland impact table in the application has the total at 0.56 acre, and it seems like it
should be a total of 1.04 acres.
Also, I just have a question regarding Buffer Impacts 15 and 22. Page 9 of the buffer impacts exhibits has Buffer Impact
15 labelled as parallel, but the buffer impacts table has the 2,212 square feet of Zone 1 impact in the perpendicular
column. Also, Buffer Impact 22 looks more like a parallel impact, but it’s labelled as perpendicular. If you could help me
understand these impacts, I’d appreciate it.
Thanks very much for your help.
