At the CP4B meeting, I believe, John Thomas confirmed that we could do this project under a Regional
General Permit No. 198200031 (GP 31). I am not sure why it did not make it into the minutes. I cannot remember,
but it may have been a side conversation during the meeting. John has since confirmed this again with me in our conversations regarding the project, which is why we applied for that
permit type in the permit application.
Please let me know if you require any additional information regarding this or if you would like me to contact John to get written confirmation about using the GP 31.

Hi James,
Hmm. It was an oversight on my part, but have not found any mention of a GP31 in Merger Meeting minutes for this project. I know we discussed a GP31 for I-3804, but as I said not for
I-3802B. These larger projects
typically require Individual Permits. Have you confirmed with the Corps that they will issue I-3802B as a GP 31 (maintenance of existing flood control facilities)? Let me know.
If so, we’ll reissue to correspond to the
Corps GP 31, which would be WQC No. 3892.

Subject: I-3802B Permit Question
Dave-
Thank you for providing the Water Quality Certification so quickly. After reviewing the permit, I did have one quick question. The permit is being processed by USACE as a GP 31. I did
not see in the DWR certification
that it was for the corresponding WQC 3886. Will that be a problem since the WQC does not match the GP? If you could email me back when you have an opportunity it would be much appreciated.
