The estimated riprap volumes are 134 c.y. for the check dam and 53 c.y. for the upper portion of the breach channel. As I mentioned on the phone, there is no plan to remove the check dam because MillerCoors is trying to close out their involvement on the site as soon as possible. We expect a new stream channel to erode itself through the accumulated bottom sediments back to approximately the historical channel grade, but there is no expectation of severe headcutting because the check dam will provide grade control. We computed the estimated sediment volume resulting from eroded stream channels through the lake bottom as compared to the available storage volume between the existing pond bottom and the elevation of the top of the check dam. Although they were rough calculations, the intent was to be conservative and allow for a factor of safety in setting the elevation of the check dam. The purpose of the check dam is to make sure those eroded soils stay within the pond bottom area instead of migrating downstream beyond the breach. A few questions for you: 1) Would it be possible to overlay the current Ordinary High Water Mark (OHWM) of the pond and the start of the stream channel downstream of the dam on a planview sheet, and then also overlay the footprint of fill occurring with the ordinary high water mark on either side of the dam? 2) On the PCN can you itemize out fill due to the checkdam from fill due to rip rap lining of channel? Just to be clear, the only fill that would require authorization would be the portion of the checkdam or rip rap lining that are within the existing pond or stream OHWM. 3) Please include the volume of fill (in cubic yards) of material proposed for the check dam within the existing OHWM of the pond. 4) Will the check dam be removed? If so, what is the timing of the removal? 5) Is any stream channel restoration/re-establishment proposed within the pond bed upon completion of the dam breach? Also, will any grade controls within the pond bed be necessary to prevent severe headcutting through the highly erodible sediments as the stream channel forms? Responses to the above will help determine if NWP 27 is justifyable for this project, or if another NWP is better suited.
