On September 10, 2007, the State Clearinghouse deemed the North Carolina Environmental Policy Act
review on the above project complete (see attached letter from the Clearinghouse).
The attached remarks were submitted on the subject project. Comments from DOT should be taken
into consideration during design. Comments were also received from a citizens group. After
consideration of the issues raised, the Division of Water Quality determined they were without merit.
It is now acceptable to proceed with your permit applications through the Division of Water Quality for
the proposed project. No further actions on the Environmental Assessment are required.

(North-South Connector, formally known as the Westside Thoroughfare) that runs through this
