Dear Sirs:
The North Carolina Department of Transportation (NCDOT) proposes to widen SR 1250
(Springfield Road) FROM US 64 alt. to SR 1243 (Leggett Road) in Edgecombe County. The
purpose of the project is to provide mobility and safety through the corridor. The project
will add a center turn lane which will provide a designated area for left turning vehicles for
a very large number of driveways along the project. This will increase safety by providing a
sanctuary to left turning vehicles thus preventing rear end collisions as well as increasing
the mobility by removing the turning vehicles from the through lanes. This project is
identified in the Rocky Mount MPO's approved comprehensive transportation plan.
Specifically NCDOT proposes widen SR 1250 from US 64 alt. to SR 1243 from a 21ane
section with ditches to a 31ane section with curb and gutter and sidewalk along the west
side of roadway. The scope of work includes but is not limited to widening of SR 1250 to
get a 31ane section, install curb and gutter, and sidewalks; and all necessary grading,
drainage, and pavement improvements to complete the work.
Impacts to two jurisdictional features will occur at UT's to Gay Branch. Impacts to these
UTs collectively will consist of 21' of permanent fill due to additional pipe length and 28 ` of
temporary impacts for dewatering of this culverted crossings. Gay Branch is within the Tar
River Basin and is subject to the Tar-Pam Buffer Rules.
