Mr. Brown & Ms. Homewood,

On behalf of Duke Energy, HDR is requesting an amendment to the previously submitted Section 404 (Action ID 2015-
02543) and approved Section 401 (DWR# 2016-0742) Individual Permit application to include additional fill impacts to
Cedar Cliff Lake. An access road connection is proposed to be constructed below the 2,330 ft msl full pond elevation
during the reservoir drawdown to connect to the existing "1951 Haul Road" located below full pond. The 1951 Haul
Road was built to initiate construction of the Cedar Cliff Development between 1950 and 1952 (see attached
photographs). Due to the steep topography of the site, the proposed "1951 Access Road Connection" will provide a safe
corridor at a suitable grade for equipment to travel between the Shook Cove Access Road and the 1951 Haul Road to
facilitate auxiliary spillway modifications.

Attached to this email are erosion and sediment control plans that detail the location, limits of disturbance, and grading
of the proposed 1951 Access Road Connection including:

* Overall Site Layout and Key Map Plan (Sheet 03C-04)

* Plan View of the Proposed 1951 Access Road Connection (Sheet 03C-13)

* 1951 Access Road Connection Plan View and Profile 0+00 - 5+00 (Sheet 03C-29)

o Station 4+20 - intersection with full pond elevation 2,330 ft msl

* 1951 Access Road Connect Plan View and Profile 5+00 - 9+68 (Sheet 03C-30)

o Station 9+68 - intersection with 1951 Haul Road near elevation 2,302 ft msl

* Erosion and Sediment Control Details (Sheet 03C-51, Sheet 03C-52, and Sheet 03C-53)

The proposed 14 foot wide 1951 Access Road Connection below the full pond elevation will extend approximately 548
foot to the 1951 Haul Road, resulting in an additional 0.22 acre of open water permanent fill impacts. We ask that you
review the attached plans and include the additional impacts as part of our submitted Section 404/401 permit
application. Lastly, we request that the 404 Individual Permit authorization to span 8 years to account for any delays in
construction.
