SUBJECT: Coastal Area Management Act (CAMA) Permit Application Submittal for Jack &
Stacey King and Richard & Gloria Gustafson in Craven County
Mr. & Mrs. King and Mr. & Mrs. Gustafson:
This letter is in response to the above referenced CAMA permit application, which was accepted
as complete by the Division's Morehead City office on October 6, 2016. Processing of the
application is ongoing. However, it has been determined that additional information will be
required prior to the Division taking final action on your application. These required items are
summarized below:
1) In accordance with 15A NCAC 07H.0208(a)(2)(B), it is the policy of this Division that,
prior to taking final action on a project of this nature, a Water Quality Certification for
the proposed development must first be approved by the Division of Water Resources
(DWR). Based upon the attached request for information from the DWR dated September
6, 2016, it appears as though additional information from the applicant will be required
before a final decision on issuance of a Water Quality Certification can be made.
Therefore, it is necessary that processing of your permit application be placed in
abeyance until such time as the required information is provided to the DWR, a Water
Quality Certification is issued for the project, and a copy of the approval supplied to this
office.
If you can provide to this office a copy of the requested information within five working days
from the date of this letter, DCM staff will continue processing of the application and the
processing clock will not be suspended. If the required information is not received in this office

King and Gustafson Residences—Shoreline Stabilization Project
Dear Mr. and Mrs. King and Mr. and Mrs. Gustafson:
On October 14, 2016, the Division. of Water Resources (Division) received your application dated. October
10, 2016, requesting a 401 Water Quality and Buffer Authorization Certification from the Division for the
subject project. The Division has determined that your application is incomplete and cannot be processed.
The application Is on -hold until all of the following information is received;
1. Diffuse Flow Requirements and Practical Alternatives
Please provide more details regarding how diffuse flow shall be maintained in the riparian buffer,
by dispersing concentrated flow and reestablishing vegetation. [15A NCAC 02H .0502(b), 15A
NCAC 028,0233(5) and 15A.NCAC 02B .0233(8)(b)(iv)]
• This should include alternative designs with contour lines down slope and layouts of the project
area to achieve diffuse flow through the riparian buffer.
Pursuant to 15A NCAC 02H .0502 (b) and NCAC 02B.0233(5) and (8)(b)(iv)) the applicant shall furnish all
of the above requested information forthe proper consideration of the application. If all of the requested
information is not received in writing within 30 calendar days of receipt of this letter, the Division will be
unable to approve the application and it will be returned. The return of this project will necessitate
reapplication to the Division for approval, including a complete application package and the appropriate
