Hi Jennifer,
As requested in your email below, please see attached acceptance/reservation letter from the Lower Cape Fear
Umbrella Mitigation Bank to purchase 35.5 credits of riparian (riverine) wetlands. With the receipt of this letter,
the 401 PCN application we submitted August 2, 2016 (and requested to have put on hold September 16, 2016)
should now be complete.
Please proceed with the 401 review process. We understand that this will require a 30 day Public Notice period.
In the meantime, we will be revising our EA to reflect comments and changes from our own Public Notice
period. A Final EA is expected to be released by early to mid-January 2017.

Corps of Engineer's Eagle Island Dike Raise Project in Brunswick County, NC. This acceptance is conditional
upon receipt of payment as outlined below. Please refer to the table below depicting the type and quantity
of credits requested and reserved for your project.

to extend beyond the 90 -day period.
Upon request for receipt of credit transfer, LCFUMB will issue an invoice in the amount of $2,148,495.50.
Upon receipt of payment, LCFUMB will provide an executed Transfer of Credit Certificate.

Dredged material disposal area made up of 3 cells totaling 755 acres of diked uplands. Each cell contains spillway structures that allow for the
discharge of effluent (water from dredged material) into either the Brunswick River or the Cape Fear River. The existing dikes on Cells 1 have been
raised to elevation 40 feet (NAVD 88), and Cells 2 and 3 are being raised to 42 feet, to be completed 2018.

A site visit of the project area was made by Jeff Richter and Teresa Bullard of the US Army Corps of Engineers Wilmington District Office. During this
site visit it was determined that there were wetlands existing within the project area surrounding the existing dikes (flagged by Richter and Bullard).
