Dear Mr. Reichert:
Shield Engineering, Inc. (Shield) successfully collected a monthly stormwater sample for
Stormwater Discharge Outfall (SDO)#004 at the Colfax—Monroe facility for the month of May.
During the May 17, 2016 sampling event, Shield's field measurement of pH was 7.4 at SDO
#004. Total event precipitation was 0.43 inches. In addition to collection of samples, Shield
performed Qualitative Monitoring at SDO #004 (attached). As discussed between Melinda M.
Greene of Shield and Krista Baker of Colfax on June 7, 2016, Colfax — Monroe facility should
complete all relevant sections of the Stormwater Discharge Monitoring Report (DMR) using the
results of analyses from the commercial laboratory that the Colfax facility has contracted with
and the field pH values indicated above. The completed DMR form should then be mailed along
with the Qualitative Monitoring Report Form to the regulatory agency's Central Files.
Shield will continue to perform monthly sampling per Tier Two requirements until instructed to
halt by Colfax. Shield greatly appreciates the opportunity to provide environmental services to

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver,the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."
