PROJECT SUMMARY: The applicant proposes to extend an existing bulkhead an additional 670 linear feet and construct a boardwalk over marsh, adjacent to Bald Head Creek. I . Bald Head Island Limited, LLC/ Bulkhead Extension Page 2 9. PROJECT DESCRIPTION: The project site is located at the southern extension of Keelson Row on Bald Head Island. From the ferry terminal, travel south to the intersection of Marina Wynd and N. Bald Head Wynd. The beginning of the cart bridge is proposed to start approximately 0.10 mile north of this intersection, at the intersection of N. Bald Head Wynd and Keelson Row. The bridge would then terminate approximately 0.1 mile south of the intersection of Marina Wynd and N. Bald Head Wynd. The property consists of a 24.36 acre tract, elevated approximately 4' above Normal High Water (NHW). The vegetated portion of the tract consists primarily of coastal wetlands. The wetland boundary to the north, along N. Bald Head Wynd, has been stabilized with a bulkhead. Wetland vegetation consists primarily of Salt Meadow Hay (Spartina patens), Sea Lavender (Limonium carolinianum), Glasswort (Salicornia spp.), Spikegrass (Distichlis spicata), Black Needlerush (Juncus roemerianus) and Salt Marsh Cordgrass (Spartina alterniflora). Eastern red cedar (Juniperus virginiana) also grows in the areas with higher elevation. The upland area north of the bulkhead is primarily occupied by built- upon area associated with the marina and supporting facilities, including roads, a restaurant, administration building, ferry terminal parking lots and retail space. A State Dredge and Fill permit (#22-74) was issued to Carolina Cape Fear Association on 2/13/74 for the construction of the Bald Head Island marina. In 1976, the permit was transferred to Bald Head Island Corporation. The permit was later transferred to Bald Head Island Management, Inc. in 1983 and a major modification of the permit was approved authorizing a redesign of the marina, including approval of the ferry terminal building. State permit #172-87 was issued on 8/19/87 for additional work to the marina, which has been continuously renewed and modified numerous times. The permit will expire on December 31, 2008. The current erosion rate in the adjacent Ocean Erodible Area is currently 8'/ year; however, the erosion rate when originally permitted (in 1987) was 2'/year. The 100-year storm recession line for the adjacent area is 325 feet, creating a total Ocean Erodible (and therefore Inlet Hazard) Area of Environmental Concern (AEC) of 445 feet. A portion of the project is also located within the High Hazard Flood AEC as indicated by zones V 1-30 on the Flood Insurance Rate Maps of the Federal Insurance Administration. The Village of Bald Head Island Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Mixed Use. The waters of Bald Head Creek are classified SA by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes a major modification of State Permit # 172-87 to extend the existing bulkhead 305 linear feet to the south and 340 linear feet to the north of its existing location. The applicant is also proposing to bulkhead around the high ground island to the south of the project (which is included in the 340' length). An elevated wood walkway (boardwalk) is proposed over the coastal wetlands to access the island. The walkway would measure 6' in width and 44' in length, approximately 15' of which Bald Head Island Limited, LLC/ Bulkhead Extension Page 3 would span the coastal wetland area. The proposed bulkhead to the south, as well as the bulkhead located on the island and approximately 93 linear feet of bulkhead to the north of the existing bulkhead would also have a 5' wide walkway integrated into the bulkhead cap. The walkway is proposed to cantilever 3' out over the marsh with the remaining 2' in width over high ground. Both the boardwalk and cantilevered walkway would be elevated a minimum of 3' above the marsh substrate. 10. ANTICIPATED IMPACTS The proposed bulkhead cap/cantilevered walkway would result in the shading of approximately 1,512 square feet of coastal wetlands. The proposed elevated walkway construction to the island would approximately shade an additional 60 sq. ft. of Coastal Wetlands. The backfill of the bulkhead and installation of the associated tieback system would result in approximately 9,500 square feet of high ground disturbance.
