9. PROJECT DESCRIPTION
The project area extends from Brunswick County east to New Hanover County, crossing the Cape Fear
River north of Royster Road in Navassa, Brunswick County into New Hanover County at the L.V.
Sutton Plant. To find the western (Brunswick) project site, travel south on US Highway 17 to NC
Highway 133 South (River Road SE). Travel approximately 6.3 miles down River Road and the access
road to the site will be on the left. It is located before Town Creek and a baseball field can be seen at the
turn to the road. Two dirt roads diverge at the baseball field off River Road. Access to the site is through
the road to the left, which runs approximately 90 degrees to River Road. Please note this is a private
road with locked gate, so access must be arranged prior to a site visit. Follow this road
approximately 1.25 miles. The project area is located on the left (northern) side of the easement.
The New Hanover County project site is located at 801 Sutton Steam Plant Road, off US Hwy. 421, on
the north side of the Cape Fear River, in New Hanover County. To find the eastern project site (New
Hanover) from the Wilmington Regional Office (WiRO), travel south on US Highway 17 (Market
Street) and then take a right onto NC Highway 74 to NC Highway (Martin Luther King Jr. Parkway).
Travel approximately west approximately 6.0 miles towards downtown Wilmington. Merge right and
continue over the Isabelle Holmes Bridge until you reach the stop light at NC Highway 421. Turn right
onto NC Highway 421 and travel north approximately 2.0 miles until you reach Sutton Steam Plant
Road on the left. Turn left onto Sutton Steam Plant Road and travel approximately 1.0 mile until you
reach the property of interest. Please note that access to the site must be arranged prior to a site
visit.
The Brunswick site consists of approximately 430 acres, which is mostly undeveloped apart from
multiple utility easements and sand borrow pits. The tract is primarily uplands transitioning to wetland
vegetation as you near the bank of the Cape Fear River to the east. There is currently an existing natural
gas meter station cleared easement with aerial transmission lines crossing the Cape Fear River to the
New Hanover County side of the project. The New Hanover County site is adjacent to the Duke Energy
Sutton Plant with an existing natural gas meter station. Coastal wetland vegetation present on site
consists primarily of Cattails (Typha spp.), Bulrush (Scirpus sp.) and Giant Cordgrass (Spartina
cynosuroides). Section 404 wetlands are also present on site; however, an approved §404 wetland survey
was not submitted as part of the application package.
In the project area, the waters of the Cape Fear River are classified as C-Sw, by the NC Division of
Water Resources. These waters are designated as Primary Nursery Area (PNA), by the NC Division of
Marine Fisheries. The Cape Fear River (CFR) is approximately 800 feet wide in this location, and is
classified as Joint waters by the NC Division of Marine Fisheries and the NC Wildlife Commission.

PROPOSED PROJECT
The applicant is proposing to install a 2 -mile long natural gas line approximately 10" in diameter and tie
in to two (2) existing natural gas meter stations. The proposed project is to partially replace the existing
Piedmont Natural Gas line 4 as well as to remove a section of the line that has become exposed within
the wetlands along the west bank of the Cape Fear River. As stated in the project narrative, sections of
line are to be removed that are within coal ash basins at the Duke Energy Sutton Plant, which are in the
process of being excavated with the coal ash being transported offsite as part of Duke's LOLA Project.
Portions of the existing line 4 are also proposed to be grouted and abandoned in place (see site plan:
ENV 200). The proposed installation involves approximately 3,500' of open trenching landward of the
Areas of Environmental Concern (AEC's) within the estuarine system and approximately 7,000' of
horizontal directional drilling beneath the bottom contour of the Cape Fear River.
The directional drills are proposed to achieve a depth of approximately 70' below the existing bottom
contour of the CFR. The 10" pipe would be installed within the drill path. The application states that the
spoil will be taken offsite, however an exact location was not specified. As state in the project narrative,
two separate bore holes are proposed, with an entry point on either side of the CFR. The proposed entry
point for the New Hanover County side of the river would be located approximately 1,200' landward of
the normal high water (NHW) line. The proposed entry point for on the Brunswick County side of the
river is approximately 5,000' landward of NHW. The open trenching is proposed to occur landward of
either entry point for the directional drilling, and would involve mostly high ground disturbance with
approximately 0.56 acres of § 404 wetlands impacts.
10. ANTICIPATED IMPACTS
As previously stated, approximately 0.56 acres of § 404 wetlands would be converted from forested to
emergent wetlands. The applicant has included a statement of credit availability from the Lower Cape
Fear Umbrella Mitigation Bank, for a 1:1 impact/mitigation ratio. The project does not propose any
permanent impact to coastal wetlands. The proposed directional drill would cross under approximately
800' of open water (designated Public Trust Area and Estuarine Waters AECs) as well as boring beneath
the surrounding coastal wetlands.

PROJECT NARRATIVE
PNG LINE 4 REPLACEMENT
The proposed project will include replacing approximately 2 miles of the existing PNG Line 4, 10 -inch
diameter steel natural gas transmission line. The replacement is being proposed through PNG's Pipeline
Integrity Management program in order to remove a section of the line that has become exposed within
the wetlands along the west bank of the Cape Fear River and to remove sections are located with coal
ash basins on the Duke Energy Sutton Plant as part of Duke's LOLA Project. The coal ash basins at this
particular power plant are in the process of being excavated with the ash being either transported off-
site or relocated to a future on-site lined landfill.
The western terminus of the project is an existing natural gas meter station located on an approximately
430 -acre parcel on Cedar Hill Road in Navassa that contains mostly undeveloped land but also includes
multiple utility easements and sand borrow pits. The eastern terminus is an existing natural gas meter
station located adjacent to the east of the Duke Sutton plant property and north of the 1-140 bypass that
is currently under construction.
Environments within the project corridor include the Cape Fear River and associated floodplain areas
with riparian wetland systems, and alluvial -deposit upland areas on either side of the floodplain areas.
This includes coastal wetland along the river and long -leaf pine forested areas.
The subaqueous crossing of the Cape Fear River will be performed via horizontal directional drill (HDD)
technology. Due to the length of the drill, it is likely that two drilling rigs will be used, one on each side
of the river, to create separate boreholes which will meet approximately in the middle of the total bore.
The majority of the remaining portion of the line will be installed using open trench placement, namely
from the western terminus of the line to the western HDD set up and from the east side off the HDD exit
to the eastern terminus. Additional HDDs will be used to cross under the Duke Energy railway line,
Sutton Steam Plant Road and the adjacent abandoned railway line.
Sections of the existing line underneath the river and adjacent floodplain wetland will be abandoned in-
place and filled with grout. Sections located within the berm of the ash basin areas will also be grouted
in-place. Aerial sections crossing over a Duke Energy outfall canal and those located within the ash basin
areas will be removed. The remaining sections will remain in place.
AECOM personnel haven performed jurisdictional delineations and federally -protected species
assessments along the entire length of the project and have coordinated a site meeting with US Army
Corps of Engineers (USACE) for approval of the field delineations. Federally -protected species or their
habitats were not observed or are being avoided by the use of the HDD crossing of the Cape Fear River.
Proposed impacts to jurisdictional waters of the US are limited to 0.56 acres of permanent conversion of
forested wetland to emergent wetland. No loss of waters of the US is proposed and no impacts to CAMA
features are proposed. Wetland mitigation for the conversion is being provided at a 1:1 ratio by the
Lower Cape Fear Umbrella Mitigation Bank (reservation letter attached). A land disturbing permit
application will be submitted to NC DEQ at a later date. No impervious surfaces are proposed.

The project will replace sections of an exisitng natural gas line that are becoming exposed and/or are located within coal ash
basin areas that will be excavated by Duke Energy. Replacing these sections will allow for continued gas service through the
line.

of equipment and where it is to be stored.
The Cape Fear River crossing will be performed using horizontal directional drill (HDD) technology and equipment using two
drill rigs on either side of the river. Two other HDDs will be used to cross under the Duke railway line and the Sutton Steam
Plant Road and CSX railway area. Other areas of the project will be constructed using open trench placement. Mechanical
clearing equipment will be used to clear the easement and excavation equipment will be used to excavated and backfill the
pipe trench.
d. List all development activities you propose.
Development activities include clearing and grubbing, pipe trench excavation and backfilling, HDD bores of the Cape Fear
River, Duke railway and Steam Plant Road/CSX railway, and installation of sedimentation erosion control measures.

IMPACT JUSTIFICATION, AVOIDANCE, AND MINIMIZATION
The project will avoid 9.38 acres of bottomland hardwood, riverine swamp forest and
coastal wetland by using horizontal directional drill (HDD) technology and equipment to
install the section of line that will be located beneath the Cape Fear River and adjacent
floodplain wetlands. The proposed line will be located within an existing, maintained
easement that is already permitted for permanent maintenance so that no new clearing
and conversion will occur within the HDD river bore.
The only proposed permanent impacts will not result in a loss of waters of the US but
will only result in a conversion from forested wetland to emergent wetland and will total
0.56 acres. These impacts will occur in a finger of wetland that extends east from the
main floodplain wetland areas of the river. The presence of a stormwater pond on the
Sutton Power Plant property within the extrapolated linear path leading from the HDD
river bore is causing the alignment to be shifted slightly south and resulting in the
impact.
WETLAND MITIGATION
Mr. Tyler Crumbley with the U.S. Army Corps of Engineers stated that wetland
mitigation ratio for the permanent conversion will be provided at a 1:1 ratio.
Accordingly, offsite mitigation has been coordinated with the Lower Cape Fear Umbrella
Mitigation Bank for 0.6 acres of wetland mitigation.
Also, the section of the existing, maintained easement line that is present in the Cape
Fear River floodplain wetlands that will be abandoned in place will be allowed to return
to pre -project conditions (forested floodplain wetland).

Pursuant to your recent credit request, the Lower Cape Fear Umbrella Mitigation Bank (LCFUMB) is providing
confirmation of acceptance to supply wetland and stream mitigation credits for proposed impacts associated
with the Piedmont Natural Gas Line 4 Replacement (Town of Navassa, NC). This acceptance is conditional
upon receipt of payment as outlined below. Please refer to the table below depicting the type and quantity
of credits requested and reserved for your project.
Based upon receipt of your credit request transmitted on September 29, 2016 LCFUMB will reserve 0_6
riparian wetland credits for a period of up to 90 days from the date of this letter. Note that requests to
reserve credits beyond 90 days will require a deposit. Please contact us if you need a reservation to extend
beyond the 90 -day period.
Upon request for receipt of credit transfer, LCFUMB will issue an invoice in the amount of $42,763.80.
Upon receipt of payment, LCFUMB will provide an executed Transfer of Credit Certificate. Note that all
payments must be made with certified funds. It is the applicant's responsibility to ensure that the credit
types and amounts requested are consistent with the compensatory mitigation requirements of the permit(s)
issued. LCFUMB and/or its agents are not responsible for determining the applicant's mitigation
