Enclosed is the Year Two Monitoring Report for the Northern New Hanover County Retail
Center, located off of Market Street in Wilmington, NC. In accordance with the Individual Permit
issued for this project in 2013, the applicant has performed annual vegetation and hydrology
monitoring of the on-site preservation area. Wetland conditions persist within the preservation
area and much of the area is ponded. The results of the monitoring are included in the enclosed
report. Because the site has exhibited wetland hydrology with mostly ponded conditions and
vegetation remains stable, we request that monitoring be discontinued at this time.

In
1.0 Introduction
In 2013, Wilmington Development Partners, LLC obtained an Individual Permit from the US
Army Corps of Engineers (USACE) and a 401 Water Quality Certification from the NC Division of
Water Resources (DWR) that authorized 2.08 acres of 404 wetland impacts associated with the
development of a suburban commercial center in northern New Hanover County. The project area
(44.68 acres) is located within the Pages Creek watershed of the Cape Fear River Basin (Hydrologic
Unit Code 03030001).
In order to mitigate for the proposed wetland impacts, the applicant agreed to perform a
combination of restoration and on-site preservation. Restoration consisted of buying 4.5 non -riparian
wetland credits from the Northeast Cape Fear Umbrella Mitigation Bank. Additionally, 2.84 acres of
wetlands and 1.08 acres of surrounding uplands located on site have been preserved using a
Conservation Declaration. This preservation document allows thinning of stems that have a diameter
at breast height (DBH) less than 6". In order to document that only this limited clearing is occurring
and that the authorized clearing is not significantly affecting the function of this wetland, the applicant
has been monitoring the vegetation and hydrology of the preservation area.
In October of 2013, LMG staff performed an initial assessment of the preservation area to
document existing vegetation prior to any clearing. The applicant then performed limited vegetation
removal of the preservation area in March of 2015. As required by the Individual Permit, LMG
revisited the site on March 27'h, 2015 to count trees within the plots in order to document if any trees
with a >_ 6" DBH had been removed and a post -clearing report was submitted in June of 2015. Year
One and Year Two vegetation monitoring were conducted in the fall of 2015 and 2016, respectively.
This report summarizes the vegetation and hydrology data collected since 2013. Because the
site has exhibited wetland hydrology with mostly ponded conditions and vegetation remains stable, we
request that monitoring be discontinued at this time.

2.0 Site Description
The 44.68 -acre project area is located at 81.07 Market Street in northeastern New Hanover
County, on the northwest side of Market Street and southwest of the 140 interchange in Wilmington,
NC (Figures 1 & 2). Construction with the site began in May of 2014 and has since been completed.
The large retail store (Walmart) opened for business in July of 2015.
3.0 Vegetation Assessment
Five permanent 0.1 -acre sampling plots were established within the preservation area in 2013
(Figure 3). One plot is located in uplands and two plots are located in each of the two wetland
pockets. LMG staff performed an initial assessment of the preservation area in October of 2013 to
document existing vegetation prior to any clearing. Trees with a DBH equal to or greater than 6"
were identified, marked, and recorded using a hand-held GPS device. A total of 103 trees with > 6"
DBH were documented within the sampling plots in 2013. The majority of these trees were located
within the wetland plots. In March of 2015, vegetation removal within the preservation area was
completed. A post -clearing vegetation analysis was conducted and found 100 trees with >_ 6" DBH
within the five plots. A total of three trees with a DBH of >_ 6" were removed or fell within the five
plots. Year One vegetation monitoring was conducted in October of 2015 and also identified 100
trees with > 6" DBH within the five plots.
Year Two vegetation monitoring was conducted on September 19`h, 2016 and found 97 trees
with > 6" DBH within the five plots. The absent trees included one pond pine from Plot #2, one red
maple (Acer rubrum) from Plot 94, and one black gum (Nyssa sylvatica) from Plot 45. These trees
appeared to have fallen down.
4.0 Groundwater Wells
Two groundwater monitoring wells (WM-40s) (one well in each ofthe two wetland polygons)
were installed within the preservation area in October of 2013. These wells were coupled with
wetland sampling plots and were installed in accordance with methods outlined in the Wetlands
Regulatory Assistance Program (WRAP) Technical Note 00-02 (Sprecher, 2000). The wells collected

several months of groundwater data prior to the construction of the proposed retail center in order to
determine pre -construction hydrological conditions within these wetlands. Construction began in May
of 2014. Approximately two and a half years of post -construction data have been collected.
Hydrographs are enclosed in Appendix B and show the wetland area continues to exhibit wetland
hydrology. The well installed within Plot #2 has documented a water table within 6" of the ground
surface since January of 2015. The well installed within Plot #5 has documented water above the
ground surface since July of 2014.
5.0 Summary
In order to compensate for 2.08 acres of non -riparian wetland impact, Wilmington
Development Partners, LLC purchased 4.5 non -riparian wetland credits from the Northeast Cape
Fear Umbrella Mitigation Bank. Additionally, 3.92 acres of wetlands and uplands have been preserved
on-site. Wetland conditions persist within the preservation area and much of the area is ponded.
Because of the wet conditions documented within the site over the last three years and the stable
vegetation component, we request that monitoring be discontinued at this time.
