Dear Mr. Wilson:
On May 15, 2008, the Division of Water Quality (DWQ) received your application dated May
15, 2008, to fill or otherwise impact 0.093 acres of 404/wetland (0.092 acres permanent impact
and 0.001 acres temporary impact), 82 linear feet perennial stream impact (60 linear feet
permanent impact and 22 linear feet temporary impact), and 5,016 square feet of Zone 1 Neuse
River basin protected riparian buffers and 3,013 square feet of Zone 2 Neuse River basin
protected riparian buffers to construct the commercial development at the site. The DWQ has
determined that your application was incomplete and/or provided inaccurate information as
discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will place this
project on hold as incomplete until we receive this additional information. If we do not receive
the requested information, your project will be formally returned as incomplete. Please provide
the following information so that we may continue to review your project.
AdditionaTlnformation Requested:
1. Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage from
this site must be discharged through a correctly designed level spreader. Level spreader
design requirements are set forth in Chapter 8 of the North Carolina Stormwater BMP
Manual (http://h2o.enr.state.ne.us/suibriip forms.htm). Please provide one Level
Spreader Supplement Form for each proposed level spreader, including the Required
Items checklist and all items listed therein.
2. Please provide a depiction of a proposed BMP (state the type of BMP you plan to use) on
the site plan that is correctly sized based on the water quality volume.
