Clement forwarded me the TIEC 401. I've got one quick comment/clarification. Condition 2 references payment into
DMS for mitigation. TIEC's intention is to provide all mitigation through the project at the Harmon Dairy. The Harmon
Dairy project is approved in Condition 4. I just want to make sure that DWR isn't expecting partial mitigation through
payment to DMS.
