Thanks for discussing this with me. I am going to revise the PCN per our conversation to better delineate stream inpact vs. buffer
impact. Based on the surveyed end of stream location, I will have 191f of permanent impact, 131f of temporary impact, and 821f of
buffer impact. I'll revise the PCN to reflect this and forward Sue a copy as well.

Thank you for your PCN and attached information, dated 10/31/2016 (received 11/4/2016), for the above referenced project
.have reviewed the information and need clarification before proceeding with verifying the use of Nationwide Permit 14

14_3-23.pdf. Please submit the requested information below (via e-mail is
fine) within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or
consider your application withdrawn and close the file:
1) Please send a plan sheet showing the entire phase of this development, including proposed lot lines, limits of disturbance,
roads, utilities, etc.
This information is necessary to determine direct and indirect impacts for the single and complete project, which we consider to
be the residential subdivision.
2) Please itemize impacts on section C.3 of the PCN into linear feet of fill due to the culvert, linear feet of fill due to the rip rap
pad, and linear feet of fill due to the temporary construction access/dewatering.
3) We typically verify activities to provide access within residential subdivision under NWP 29 rather than NWP 14.

I spoke briefly with John Thomas yesterday about a PCN that I need to process for a new single family subdivision in Guilford
County. Mr. Thomas advised that you will be our point of contact. I have attached the relevant PCN attachments as PDF's per Mr.
Thomas's direction, I can sent paper sets if needed please let us know.
I am submitting the PCN and required fee concurrently to Sue Homewood at NCDENR in Winston-Salem this afternoon.

Thanks John. The No Permit Required letter I sent earlier was based on a conceptual plan that showed no impacts to the stream in
question (see Sheet C3 of the file you referenced). However, since the plan you submitted does include impacts to the stream,
including 19 If of permanent impacts and 13 If of temporary impacts, you will need a permit from our office. If you were to shift
the proposed crossing up slope (south) of the proposed location, such that the culvert, rip rap pad, and temporary impact areas
were completely outside of the stream, then you would not need a permit. Please let me know if you have any questions.
