This flow was referenced in correspondence of the North Carolina Department of Environmental Quality in a letter dated September 19, 2014 (attached). At that time, Duke Energy indicated that this outfall would be removed from the stormwater permit application and included in a subsequent amendment to the NPDES wastewater permit. The contributing flows to this outfall are once through, non -contact chiller water and stormwater. The stormwater drainage is approximately 3.8 acres and includes retired smokestacks in the northern portion of the plant yard adjacent to the FGD. The entire drainage area is paved or roofed. Outfall SWO02 discharges to Belews Reservoir. Enclosed are three copies of the completed EPA Form 1 and 2C, which have been updated to include this outfall. Also, included are a Site Map showing the location of all Outfalls (internal and final), and a Site Plan Stormwater locations. Box 1006 Charlotte, NC 28201-1006 Duke Energy Carolinas, LLC (Duke Energy) presents the following information to the North Carolina Department of Environment.and Natural Resources (NCDENR) — Division of Energy, Mineral, and, Land Minerals in response to NCDENR's request for additional information dated August 26, 2014.. The request was, submitted "following Duke Energy's August 1, 2014 submittal of a National Pollutant Discharge Elimination System (NPDES) stormwater permit application for the Belews' Creek Steam Station -located in Stokes County, North Carolina. For ease of reference, NCDENR's excerpted queries appear in italics below, followed by Duke Energy's (DE) associated response. NCDENR Request is Analytical sampling results. were provided for stormwater discharges from a July 15, 2014, rain event. Outfalls SW002; SWO06, and SW015 were sampled. No results for any other outfalls were provided. Dur understanding was that Duke would follow the same format as the Riverbend application in subsequent application submittals, including sample results from all stormwater discharge,outfalls. We understand only these -three were sampled in part,based on inaccessibility of some other outfalls: However, we had discussed during an on-site- visit on July 30, .2014, an. arrangement for the sampling of additional outfalls ff representative upstream -samples points are accessible. Please'provide sampling results for the other accessible outfalls at this site, as well as for outfalls, where upstream sampling points are accessible and'could be considered nearly representative -of the full flow at that outfall. Altematively,, please provide -a schedule for sampling of these outfalls. Please, also identify those outfalls which are inaccessible, and for which no reasonably representative upstream sample point is accessible. DE Response: Additional stormwater samples were collected from Outfalls SW003, SW004, SWO05 and SW013- on September 4, 2014 as: follows: Samples for Outfalls SW003, SW004, and SW005 were collected from the first accessible manholes upgradient of the outfalls. The outfalls for SW003, SW004, and SW005 are inaccessible. The sample for Outfall SW013 was collected from a manhole located upgradient of an oil trap that discharges through Outfall SW013. Samples have not been collected from the remaining stormwater outfalls at the facility due to operational constraints. The facility will identify sampling locations for inaccessible outfalls (SW011, SW012, SW013 and SW014), and will continue to collect samples as qualifying rainfall events occur. NCDENR Request 2: Please provide details (dates, locations on site, drainage areas impacted, etc.) about the presence or any past storage and/or releases of polychlorinated biphenyl compounds (PCBs) on site. If there were any known releases, please discuss actions taken to remediate any areas affected. Include information about what drainage areas might have been impacted by PCBs. DE Response: PCB oil -filled equipment was present at the facility in the past, however, all oils containing PCBs have been removed. A detailed timeframe of removal actions is not available. Stormwater runoff from most areas of the site where PCB oil - filled equipment was formerly located drains or is pumped to the ash basin which discharges through NPDES Outfall 003. Stormwater runoff from other areas of the site where PCB oil -filled equipment was formerly located discharges into oil trap tanks. There have been no known PCB impacts to stormwater at the facility. NCDENR Request 3: Please revise the site drainage map on these few points. Item t: Flows from the radial stacker are now pumped to the ash basin. Consequently, other parts of the application note that outfall SW010 has been abandoned. Please show the location of the abandoned outfall, SWOi0. DE Response to Item 1: The site drainage map has been revised to indicate the location of abandoned outfall SW010. Item 2: Two different areas are labeled as drainage area 19, but neither includes a corresponding outfall. Please rectify or explain, and please provide graphic indication of the discharge points from both areas. DE Response to Item 2: Drainage Area 19, located in the eastern portion of the property, and Drainage Area 22 have been combined and labeled as Drainage Area 22 on the site drainage map. The portion of Drainage Area 19 that is located south of the structural fill will remain labeled as Drainage Area 19. This drainage area is primarily grassed and undeveloped woodlands. No 2 industrial activity occurs within this drainage area. Non -contact stormwater from this area discharges into a natural stream and is then piped beneath the existing railroad tracks and into Belews Lake. The site drainage map has been revised to indicate the location of SW019. This Outfall should be removed from any permitting- requirements. Item 3: The narrative reports that runoff from inactive cells in the FGD landfill will be discharged into Belews Lake. Please revise the site plan to show the discharge point into the lake. DE Response to Item 3: Inactive cells in the FGD landfill are directed to Drainage Area 9 and Drainage Area 26. Both of these areas have outfalls to Belews Lake that are indicated on the site drainage map. NCDENR Request 4: Please provide clarification on the following aspects of the application that are unclear to us. Item is Outfall SW002. The narrative reports that once -through, non - contact cooling water is discharged at this location. Please clarify your intent for permitting that non-stormwater discharge. DE Response to Item 1: Raw lake water is used in the chiller system to cool the "center bay' area of the station. This once -through, non -contact cooling water is discharged through Outfall SW002. The facility will evaluate the discharge from this location and collect samples to characterize it. An amended NPDES permit application will be sent to the NPDES wastewater unit to request the permit be modified to include this outfall as an additional wastewater discharge. Item 2: It is not clear that Outfall SW008 drains any industrial activity, and so may not be subject to a permit However, the site plan indicated a long linear feature apparently originating as a drainage feature in the area of the radial stacker and apparently discharging in Drainage Area 8. Please clarify whether there is industrial activity in Drainage Area 8 and whether other flows originating elsewhere are delivered to Drainage Area 8. DE Response to Item 2: This drainage area discharges non -contact stormwater from an undisturbed woodlands area with no industrial activity. This Outfall should be removed from any permitting requirements. Item 3.• Drainage Area 9 Is only 4.7 acres, largely undeveloped, and described as `mostly grassy; but it discharges through what would seem to be an overly large 54" concrete culvert. Please clarify why such a large culvert is present at this location. Were additional areas previously drained through this culvert? 3 DE Response to Item 3: Drainage Areas 9 and 20 previously discharged through this large culvert as one, combined drainage area. The original culvert was sized to convey this larger runoff. Item 4: Drainage Area 10 currently is pumped' to the ash basin, but an abandoned outfall SWO10 is noted in the outfall description. Please clarify the physical circumstances related to the abandoned outfall SWO10. DE Response to Item 4: Outfall SWO10 was abandoned in 2007. The 36 -inch diameter corrugated metal pipe (CMP) remains in place. The site drainage plan has been revised to indicate the location. Item 5. The narrative reports that the discharge in Outfall SWO15 potentially includes flows from floor drains inside the building. Please clarify your intent for permitting any non stormwater flows in this outfall. DE Response to Item 5: The facility believes that the non-stormwater discharge from Outfall SWO05 includes only condensate from an AH -7 air handling unit (commercial air conditioning unit) located over the shop area. The condensate is piped directly into the yard drainage system for Outfall SWO15. We believe this discharge meets the allowable non- stormwater discharge criteria under 15A NCAC 2H .0106 (f)(3). Item 6. !t is not clear to us that Outfall SWO18 is a regulated stormwater outfall'since it apparently drains to the receiving water as part of the flow from SW018A. Please clarify your intent for permitting SWO18. DE Response to Item 6: Overflow from the south coal yard sumps can potentially discharge through SW018 should the sumps malfunction. Since the Outfall SWO18 discharges into Drainage Area 18A, potential industrial overflow will be captured through Outfall SW018A. Outfall SW018 should be considered an internal outfall and removed from permit consideration. Item 7. For the narrative description of SW019, please clarify which of two Drainage Areas 19 on the site plan are being described in the narrative. Please clarify your intent for the permitting of both areas labeled as Drainage Area 19 on the site plan. DE Response to Item 7: Drainage Area 19, located in the eastern portion of the property, and Drainage Area 22 have been combined and labeled as Drainage Area 22. This revised Drainage Area 22 includes limestone railroad tracks and a sewage lagoon. Limestone cars are staged there for unloading. The remaining area is mostly covered in grass with the exception of the large laydown space located in the central portion of the drainage area. This area drains via sheet flow towards a stormwater detention pond located in the northeast portion of this drainage area. Stormwater within this pond is designed to evaporate. Any overflow would discharge into the designed riser and discharge into Belews Lake through outfall SW022. A blowdown line from the municipal drinking water line is discharged through this outfall. This water is treated with chlorine The portion of Drainage Area 19 that is located south of the structural fill will remain labeled as Drainage Area 19. This drainage area is primarily grassed and undeveloped woodlands. No industrial activity occurs within this drainage area. Non -contact stormwater from this area discharges into a natural stream and is then piped beneath the existing railroad tracks and into Belews Lake. The site drainage map has been revised to indicate the location of SW019. This Outfall should be removed from any permitting requirements. Item 8. The narrative reports that inactive cells in the FGD landfill will discharge into Belews Lake (Drainage Area 20). Please clarify your intent for permitting this stormwater discharge. DE Response to Item 8: Stormwater runoff from inactive cells in the FGD landfill discharge into Belews Lake through Outfalls SW009 and SW026. These two outfalls should be permitted accordingly. Stormwater runoff from active cells in the FGD landfill discharge is directed into the adjacent stormwater basin. The collected water is ultimately pumped to the ash basin. Item 9: For Drainage Area 21: Please clarify whether the organic acid unloading area and tank containment ultimately drain to the ash basin. DE Response to Item 9: Stormwater runoff from the organic acid unloading area and tank containment is directed via a network of catch basins and underground piping to the East and West stormwater ponds. The collected water is ultimately pumped to the ash basin. Item 10. Drainage Area 25 appears to drain industrial activities, but the narrative notes that sheet flow is established from this area. Is it your intent to report that the stormwater discharged from this sub -drainage area is not regulated on the basis of sheet flow rather than a point source discharge? DE Response to Item 10: Duke Energy's intent is to report that stormwater discharged from Drainage Area 25 is considered to be sheet flow, not a point source, and therefore not regulated. R Item 11: The narrative reports that Drainage Area 26 is well vegetated. Google Maps aerial photos do not appear to show industrial activity in the area. Has this drainage area been the location for past or present industrial activity? Are future industrial activities contemplated for this area? What is your intent for the stormwater permitting of SW026? DE Response to Item 11: Drainage Area 26 is described in the Remaining Drainage Area Description section of the Supplemental Information document. This area consists of a well -vegetated series of stormwater basins that were used as best management practices (BMPs) during the construction of the FDG landfill. Currently, no industrial activity occurs in this area. Outfall SW026 should be removed from any permitting requirements. Item 12: Google Maps aerial photos show a developed area immediately adjacent to and south of Drainage Area 26, but there is no discussion of it in the application. What are the circumstances of this development? Please clarify your intent for penniffing stormwater discharges from this area. DE Response to Item 12: The developed area immediately adjacent to and south of Drainage Area 26 is a staging area for the ash hauling contractor. There are no point sources for stormwater discharged from this area. Consequently, Duke Energy requests that this area be removed from permitting considerations. Item 13: The application identifies the Craig Road Ash Landfill, but apparently does not request stormwater permit coverage for this industrial operation. Please clarify your intent with respect to permitting stormwater discharges originating in the area of the landfill. DE Response to Item 13: Stormwater runoff from active cells within the Craig Road Landfill are collected in a stormwater detention basin. Discharges are controlled by a valve that releases flow through an outfall into Belews Lake. Duke recommends permitting this discharge as Outfall SW027. The site drainage plan and supplemental information document have been revised to include this drainage area and outfall. Item 14: Please clarify,the description of the Fuel Oil Unloading Area to report the ultimate disposal of rain water trapped within the containment area and sump. DE Response to Item 14: Stormwater captured within the Fuel Oil Unloading Area is discharged to the North Sump, which discharges to the Ash Basin. G Item 15. Please clarify where the Plant Yard Holding Sump discharges to. DE Response to Item 15: The Plant Yard Holding Sump discharges to the Ash Basin. Item 16. The application reports that there are five main holding sumps at the Belews Creek Steam Station. Do any sumps on the site include high-level overflows that would discharge stormwater to surface waters? If so, please provide a description of the circumstances. DE Response to Item 16: All five holding sumps are equipped with high-level overflow alarms. Of these, only the Coal Conveyor Sump has the potential to discharge stormwater to surface waters. Circumstances of this high-level overflow discharge would include a pump failure or an overwhelming rainfall event. Such occurrences are rare. NCDENR Request 5. In accordance with item V of the FPA Form 2F application, please confirm that Duke has observed all stormwater outfall conveyances on the site, and provide a signature in Part A attesting that fact. For future reference on other stormwater applications for this facility or for other Duke facilities, if any outfalls either were not observed, or included non- stormwater flows, please detail those conditions in EPA Form 2F. Also, if any other discharges have occurred during dry periods please indicate how those discharges are currently permitted, or will be permitted. DE Response: All stormwater outfalls have been observed during dry periods with no discharges noted with the exception of SW002 and SW015 as previously addressed (reference DE Responses to NCDENR Request 4, Items 1 and 5 above).
