HF Lee Energy Complex NPDES Permit NC0003417 Water Quaiity NPDES Application Update Permitting ,,est en Wayne County Dear Mr. Poupart: The rains from Hurricane Matthew were significant at the HF Lee Energy Complex (HF Lee) and the areas of the Neuse River downstream of Goldsboro. The Neuse River level rose high enough to enter the cooling pond at HF Lee through outfall 002 and also by over -topping the cooling pond dike. The site has not seen a flooding event like this since Hurricane Floyd in 1999. As a result of the severe weather conditions from the hurricane, the dike of cooling pond breached in the southeast corner of the pond. A temporary repair has been completed and most of the discharge from the breach has been eliminated. Duke Energy would like to add a new emergency outfall at the site of the breach in the current NPDES permitting process. Although a permanent solution for the breach repair is still being developed, we think this emergency outfall would be valuable during severe weather events to allow for the discharge of the pond in instances where the river rises and flows into the pond via Outfall 002 or from over -topping the dike. The addition of the new emergency outfall would avoid a scenario where the pond breaches because of the influx of water from the river. The new outfall would be located at approximate coordinates 350 22' 18" N and 780 03'54" W, and would only be used during severe weather events or maintenance. Duke Energy also thinks appropriate limits at this new outfall would mirror the limits at Outfall 002. Enclosed for your consideration and use are analytical monitoring results from the cooling pond during the breach and a topographic map showing the approximate location of the breach.
