STORMWATER MANAGEMENT PLAN APPROVAL
Dear Mr. Blackmon:
On January 28, 2008, the Division of Water Quality (DWQ) issued a 401 Individual Water
Quality Certification for your project with Condition Number 6 requiring submission of and
approval for a stormwater management plan (SMP) within sixty days (of January 28, 2008) for
the project before the impacts specified in the Certification may occur. On March 26, 2008, the
DWQ received correspondence from your stormwater engineer indicating that it was their
opinion that a SMP should not be required for this project. The DWQ required additional
information to process your request to be relieved of the SMP requirement. The DWQ received
additional information about the development on May 13, 2008. This information has been
reviewed and the DWQ agrees that this project may proceed as currently proposed without the
use of structural stormwater best management practices.
The Carolina Lakes Block T development as approved by DWQ as well as drainage patterns
must be maintained in perpetuity. No changes to the lots or impervious surface areas shall be
made without written authorization from the DWQ.
This letter completes the review of the DWQ under Section 401 of the Clean Water Act. If you
