PROJECT DESCRIPTION VEGETATIVE STABILIZATION
This project consists of rehabiltation of Section 2A of the Blue Ridge Parkway from Milepost 217.17 to Milepost 229.68 and The area will be prepared for turf establishment with topsoil and mulch.
ramps and drainage and miscellaneous work. Rehabilitation consists of mill/overlay and spot reconstruction. In accordance with the Special Contract Requirements, apply seed at the rates for each season as stated below:
The receiving waters are Big Pine Creek, Mill Creek and Brush Creek. March 1 to September 30 October 1 to March 1
SUMMARY Name of Seed (pounds per acre) (pounds per acre)
Soil disturbing activities will mainly include roadway grading. The total disturbed area for the project is
approximately 0.26 acres. Soils in the area are the following: Summer annual rye (Lolium multiflorum) 65
Fescue, Chewings 110 65
Watauga loam, 6 to 10% slopes Fescue, Kentucky 31 87 27
Watauga stony loam, 15 to 45% slopes Red top (Agrostis alba) 22
Codorous complex (Arkaqua) Winter rye grain (Dec 1 to Feb 15) 44
Alluvial land wet(Nikwasi)
Changler silt loam, 25 to 45% slopes TOTAL SEED 284 136
Pavement surface prior to and after construction will be asphalt pavement. The Runoff coefficents prior to
and after construction will remain the same since no new impervious area will be added with this project.
EROSION AND SEDIMENT CONTROLS
Erosion Control and Turf Establishment measures listed in this narrative are defined and outlined in the Standard SEEDIXG-MTES F-QR_TRQ=UFFELZAREAS
Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14 and in the Special Contract
Requirements. The attached Erosion and Sediment Control Plan and the S Sheets provides details regarding &3m-e-of—Seed SePtemher to Aiioi,st

- Do not allow any construction equipment to operate on or access the down-slope side of the perimeter control
measures.
- Direct storm water to vegetated buffer areas and do not discharge directly into surface waters.
- Inspect and maintain regularly all mechanized equipment used in or near surface waters to prevent contamination In accordance with the Special Contract Requirements, apply mulch at the following rates:
of stream waters from fuels, lubricants, hydraulic fluids, or other toxic materials.
- In general, preserve existing vegetation, trees, and shrubs. Mu/cRate—"pounds per acre)
- Stockpile topsoil stripped from the construction area in an area that will not interfere with construction phases. Wood fiber 1500
Cover stockpiled soil with plastic or surround it with silt fence.
- Provide watering for dust control within the construction limits, on active haul roads, and in pits and staging areas.
- Solid waste resulting from the construction will consist of construction debris, garbage, and empty containers.
Collect and store all waste in dumpsters, or in metal or plastic drums as appropriate.
Hazardous waste will not be generated from normal construction activities. Equipment fueling and maintenance
could generate spills, leaks, and hazardous wastes like motor oil, diesel, gasoline, and battery fluid. If feasible,
conduct these activities in a covered area to avoid contact with storm water. Store all hazardous waste materials in
appropriate and clearly marked containers away from other non-waste materials. Do not dispose of hazardous
w waste materials into the on-site dumpsters. Dispose of material according to Federal, State, and local regulations.
- Report spills large enough to discharge to surface water to the National Response Center(NRC) at 1-800-424-8802
or 1-202-267-2675.

After the completion of roadway construction and culvert replacement, do the following as directed by the CO to
permanently stabilize disturbed areas:
a
N - Where necessary, replace eroded topsoil and re-apply permanent turf establishment to disturbed areas where
vegetation has not established U.S.DEPARTMENT OF TRANSPORTATION

Prior to any clearing, grubbing, and excavation, construct perimeter controls to ensure that disturbed sediment
does not leave the project site. Perimeter controls include fiber roll and other approved measures outside the This project will impact the trout buffer. The table below

Apply temporary turf establishment in completed disturbed areas that will remain exposed for over 7 calendar
days, or as directed by the CO.
As soon as practical, but not to exceed 7 calendar days, apply permanent turf establishment and topsoil to the
finished slopes according to Sections 624 and 625.
At the end of each day's grading operations, shape earthwork to minimize and control erosion from storm runoff.
Do not allow ponded water to encroach into the travel lanes.
Apply temporary turf establishment to stockpiles remaining in place longer than 14 days, or when directed by the
CO.
PHASE III- Final Construction/Stabilization
After completion of roadway construction do the following as directed by the CO:
- Finish grading, place riprap, and apply permanent turf establishment to any remaining disturbed areas.
- Where necessary, replace eroded topsoil and re-apply permanent turf establishment to disturbed areas
where vegetation has not established.
- Remove all other perimeter controls when directed by the CO.
LOCATION OF SPECIAL RESOURCES OR PROBLEM AREAS
Big Pine Creek, Mill Creek and Brush Creek are Designated Trout Waters. Under no circumstances should rock, sand or other
materials be dredged from the wetted stream channel, except in the immediate permitted work area. Construction in the stream
channel, and within the 25-foot buffer zone along each bank of the river, must occur from April 16 to October 14, to avoid
impacts to trout reproduction and downstream aquatic resources. If construction cannot be completed within this window, leave
temporary traffic control in place (along with associated erosion and sediment control measures) until the following April. All
disturbed soils must be stabilized by September 30, and remain stable through March 31.
MAINTENANCE AND INSPECTION PROCEDURES
a
0
Fiber rolls - Inspect weekly and after each event. Remove sediment deposits from the fiber roll when it reaches half the
height of the device. Replace damaged fiber roll within 24 hours of inspection.
Inlet protection - Inspect weekly to ensure that inlet protection remain firmly in place are not damaged or clogged. Clean
clogged inlet protections or replace clogged or damaged inlet protection as necessary.

NOTES:
1. The options shown are suggested configurations for diverting the stream during
construction operations. The Contractor may choose an alternate means of
Existing Abutment or Pier Waterproof membrane diverting the stream (including any approved prefabricated or portable
(anchoring method to be approved by CO) diversion berms, dams, etc.). As a minimum, provide a temporary diversion berm
with a minimum height equivalent to the water surface elevation with 6"minimum
freeboard. Submit plans for temporary stream diversion to the CO for approval
prior to installation.
io 2. Construct temporary diversion according to Subsection 157.10.
Water surface elevation 3. Place sandbags to form a pyramid by laying equal numbers of rows on the bottom
as there are vertical course. Upper rows of sandbags should overlap the joints
in lower rows.
4. Place a maximum of one diversion in the stream at any given time.
Diverted water level 5. While in use, inspect and maintain the temporary diversion berm daily. Repair
as needed after rainfall events or as directed by the CO. Remove sediment when
at time of contsruction deposits reach half the height of the sandbag barrier.
