Ms. Higgins:
On behalf of Dixie Construction Company, Inc. of Raleigh, we are requesting a buffer
authorization from the NC Department of Environmental Quality for 344 square feet of
permanent Zone 2 buffer impacts for installation of a stormwater outlet pipe, rip-rap pad,
grading, and clearing for stormwater BMP construction.
Leighson Landing is a 1.6± acre proposed development with 12 townhomes and
associated infrastructure (e.g., roads and utilities). The project is located southwest of
the intersection of Poole Drive and Aversboro Road, Garner, Wake County (Latitude:
35.6945�1\/, Longitude: -78.6179-M. The project is in the Swift Creek Watershed in the
Neuse River Basin. The Water Quality Classification for Reedy Branch is: WS-III, NSW,
CA.
The proposed project will permanently impact 344 square feet of Zone 2 buffer. Stream
buffer impacts will occur from the installation of a bioretention cell discharge pipe and
rip-rap, and for grading and clearing for BMP construction. The buffered stream is off-
site, which eliminates the option of piping the stormwater BMP discharge directly to the
stream. No mitigation is proposed for these stream buffer impacts.
