I understand from Mark you were out at the end of last week, and back in the office on Monday. Below is our response to your recent inquiries, and we are providing several exhibits for reference (due to size, I will send in separate emails). We have analyzed the possibility of re -engineering the storm water system so that some amount of flow is allowed to recharge the west and middle stream as discussed. It is possible to re -direct the low -flow orifice from the proposed detention pond outlet control structure to the western stream, while maintaining larger flows to current outfall discharge point. This would mean 2 pipes through the pond embankment (new 6" pipe w/ 4" orifice to western stream; 24" pipe to pond outfall as currently designed). It would take about 300 LF of additional 6" pipe with a 4" orifice; concrete headwall (or 2). This would provide about 0.7 cfs of additional flow to the western stream during the 2-year storm event. Under this scenario, the entire 1-yr storm event will pass through the low -flow orifice. That means the entire volume of runoff from your typical storm events throughout the year will be completely routed back to the western stream. The detention pond will release this flow at a lower rate, but over a longer period of time. We have attached a sketch which shows how this would work. 1 If this proposal is acceptable, we are willing to work through the various jurisdictions to amend the civil plans accordingly. However, Sue, our major issue is time. To accommodate this change, we would request that the 401 permit be issued (provisionally or otherwise) with this change, and we would provide the final drawings post -issuance. No construction on the pond would begin until the plans are modified, approved and delivered to you, but we would be able to start our demolition, clearing, and erosion control in the meantime while bringing in a good deal of fill. The County will not schedule our pre -construction meeting without receipt of this permit, and we have already held off that meeting for a week trying to address and analyze these ecological issues. If the permit cannot be issued as described above, then in lieu of the proposed design change, we will agree to mitigate the 168 lineal feet of perennial stream (on our property and the YMCA property) and the cost is approximately $48,000 per the schedule we reviewed. We would make the payment immediately in hopes of expediting the permit this week. Either outcome is acceptable to us, so the option we select is dependent on your decision regarding the permit timing. We are happy to redesign or mitigate, and simply hope to expedite the timeline as best we can. I have asked Mark to follow up with you Monday morning, and we are happy to get everyone on our team on the phone to discuss if needed. We are also available to come to your office this week to meet with you and/or your team if that is helpful.
