Dear Mr. Alsmeyer,
Carolina Ecosystems, Inc., on behalf of FLM Engineering (FLM), has prepared the attached Pre-
Construction Notification (PCN) for the above referenced project for a Clean Water Act Section
404 Nationwide Permit(NWP) 14 and a Section 401 Water Quality Certification No. 3886.
The Grove Park Trail is an existing gravel trail, approximately 1,100 feet in length, that follows
the edge of a man-made lake and serves as a northern connection between two halves of the
Grove Park subdivision. This PCN is an after-the-fact application because the gravel trail was
not previously permitted. The trail was constructed around 2010 within a previously cleared and
maintained corridor. The corridor dates back to at least the early 1990s. This PCN includes
paving the trail and the replacing three undersized culverts along the trail. The existing
undersized culverts have created scour across the gravel trail.
The attached PCN form provides information for use in your review of the impacts to streams,
wetlands, and Neuse River basin buffers associated with this project. Supplemental information
is provided in this cover letter. Additional information is contained in the attachments including
a Vicinity map, USGS map, Jurisdictional Features map, and NRCS Soil Survey map. FLM
provided the attached construction plans and impact map.
Proposed Impacts and Mitigation
Paving the existing gravel trail will result in four permanent impacts to wetlands, totaling less
than 0.01 acre, and therefore not requiring mitigation under NWP 14. Replacing the three
undersized culverts will result in three permanent impacts to streams, totaling approximately 69
linear feet, and therefore not requiring mitigation. The impact to Neuse River buffers would total
3,402 sq ft and 1,574 sq ft for Zones 1 and 2, respectively. These are "allowable" under the
greenway/hiking trails section of the Neuse River buffer rules. All impacts listed above include
both the currently proposed modifications as well as the initial installation of the gravel trail and
culverts.

Sediment and erosion control measures will be implemented according to NC requirements, and
approved by NCDEQ prior to implementation. Jurisdictional areas that are not permitted to be
impacted and are adjacent to construction areas will be clearly marked with protection fencing or
other similar method to avoid inadvertent encroachment. Copies of permits and impact areas will
be provided to the prime contractor and all subcontractors working in or near jurisdictional areas.
Land clearing will take place along with installation of erosion control devices. Construction will
be accomplished using typical equipment including a compact asphalt paver, backhoe, and
motorized compactor. Additional equipment may be used as required.

1, the undersigned, a duly authorized owner of record of the property/properties identified herein, do authorize
representatives of the Wilmington District, U.S. Army Corps of Engineers (Corps) to enter upon the property herein
described for the purpose of conducting on-site investigations and issuing a determination associated with Waters of the
U.S.subject to Federal jurisdiction under Section 404 of the Clean Water Act and/or Section 10 of the Rivers and Harbors
Act of 1899.
Additionally, 1 hereby grant Carolina Ecosystems, Inc. (CEI) staff, their designated contractors and representatives, as
well as.other Federal,State or local authorities access to the above referenced property when necessary for the purposes of
conducting on-site enviromnental consulting services.I also grant CEI the authority to act as authorized agent on behalf of
the owner of the above listed property for the communication, submission, and/or application to relevant government
entities, including local, state, and federal authorities, for the review, acceptance, concurrence, and/or approval of
environmental information, documents, and/or permit requests concerning the above listed property. These services may
include regulatory determinations of environmental features on my property such as issuing a determination associated
with streams and wetlands. I certify that I am the legal owner or authorized agent of the legal owner of the above property
and have authority to grant such access. I have made CEI aware of,and supplied all available records related to,previous
environmental investigations on the subject property of which I have knowledge.
