County: RANDOLPH Document: ATTACHMENT G Funding: � State ❑ Federal � Yes ❑ No Permit Type: NATIONWIDE 3 Project Description: NCDOT proposes to replace Bridge # 175 over Mill Creek on SR 2614 in Randolph County. The project length is a maximum of 600 feet along SR 2614 to either end of the bridge. The maximum width is 75 feet to either side of the roadway centerline. Note, a large aerial utility corridor passes over the project area. This the maximum expected area required for construction and is considered the Area of Potential Effects (APE) for this federally permitted undertaking. For purposes of archaeological review, Section 106 of the NHPA applies. Due to the scale of the project APE and the presence of Native American archaeological sites on similar topographic settings, a field survey with subsurface testing was required. SUMMARY OF ARCHAEOLOGICAL FINDINGS Staff Archaeologists Brian Overton and Damon Jones conducted an intensive archeological survey of the project APE on January 29th, 2016. Deflation was noted on the uplands while poorly drained soils were present close to the bridge. Subsurface testing included the placement and excavation of eight shovel test pits in locations more likely to contain archaeological materials (see table below). Wet soils and moderately to steeply sloped topography was not subjected to subsurface testing methodology. No archaeological materials were observed during walkovers and none of the eight shovel test pits yielded artifacts or buried deposits, features or identifiable cultural horizons. The western half of the project APE traverses low ground next to the bridge, sloped hillside and then a rounded hill top. USGS mapping depicts a residence within or near the APE though it has since been removed; no obvious signs of the fortner structure remains (no bricks or other building materials, no glass, etc.). Deflation characterized both upland quadrants on the west. Shovel test pits 1-7 were generally shallow with clayey soils and contained no cultural materials. STPs were not excavated and skipped where the slope was too great and unlikely for most site types. The eastern half of the project was characterized by lower, poorly drained soils. Although a visual inspection was conducted, only one STP was excavated (STP 8) briefly before being abandoned due to the wet soils. Standing water and waterlogged soils covered the majority of both eastern quadrants, generally poor qualities for past concentrated human activity and indicate low probabilities for the presence of archaeological sites. There are no archaeological sites within the project APE. Compliance with Section 106 of the NHPA should be considered complete for archaeology on this undertaking. The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: � There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project's area of potential effects. (Attach any notes or documents as needed) ❑ No subsurface archaeological investigations were required for this project. � Subsurface investigations did not reveal the presence of any archaeological resources. � Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project.
