Culvert will be buried 1 ft and 1' high sills will be used at the inlet and outlet of the low flow culvert barrels to retain native stream bed material. High flow barrel will have sills at floodplain bench elevation and will be backfilled with native material and provide animal passage. Culvert has been made taller to help minimize culvert length. Use of crane to set bridge girders will be safety hazard. To relocate lines would be very expensive and take a significant amount of time.
