Dear Mr. Bailey and Mr. Wrenn,
The North Carolina Deparhnent of Transportation is scheduled to replace Bridge #171 with a new
bridge at the same location. I have included the Attachments G& L with a project description and
a set of the project plans. A stormwater management plan is also attached. Please review this
project for compliance by your Division.
We plan to begin construction as soon as possible. If further information is required, please

Project Description — The project consists of replacing Bridge #171 over Buffalo Creek on SR
1515 (Snead Road) and improving roadway approaches. The existing 70' long X 22' wide, timber
deck on steel I-beams, steel caps, posts and concrete sill, dual span bridge is structurally deficient
and will be replaced with a new, single span 85' L X 31' W, box beam, single span bridge at the
same location. An off-site detour will be utilized during construction. The project involves no
wetland impacts (although there is a wetland adjacent to the project azea; it will not be disturbed),
24 linear feet of permanent stream impacts (associated with bank sYabilization on either side of

the creek) and 141inear feet of temporary stream impacts (associated with existing concrete sill
removal). There are no deck drains on the bridge; instead, stormwater runoff will be captured at 2
proposed drop inlets and discharged into existing roadside ditches and outlet at non-erosive
velocities. The ditches will be grassed, with rip rap toe protection where designated. Robert
Lepsic surveyed Buffalo Creek for James Spinymussel (Pleurobema collina) habitat on February
18, 2016 and determined that there was poor habitat for this particular species. A"no effecY'
determination was made based upon the lack of suitable habitat which was previously discussed
with Gary Jordan (USFWS), (see attached letter and email). Robert Lepsic also conducted the
habitat surveys for the Smooth Coneflower (Echinacea laevigata) on June 30, 2016. He
determined that there is habitat for the named species within the project area, however, no species
were found. Therefore, the biological conclusion is "No effect, Habitat presenY'. The Bald
Eagle is protected in eveiy county in North Carolina under the Bald and Gold Eagle Protection
Act; however, no suitable feeding/water source is located within one mile of the project study
area to support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS) recently released the
Programmatic Conference Opinion (PCO) for the recently listed Northern Long Eared Bat
(NLEB). This opinion, states in part, that ".., it is the Service's conference opinion that NCDOT
activities in eastern North Carolina (Divisions 1-8), as proposed, are not likely to jeopardize the
continued existence of the NLEB. "
