First 2' of shoulder is paved. wide); Annual Avg Daily Traffic (veh/hr/day): Design/Future: 1440 Year: 2025 Existing: 720 Year: 2011 General Project Narrative: The North Carolina Department of Transportation (NCDOT) has proposed to replace Rockingham County Bridge #780248 on Camp Dan Valley Road (SR 2009) over Carroll (Description of Minimization of Water Creek. The existing structure is a single-span bridge (1 @25'6") and is timber deck on I-beams supported by timber caps, piles, and bulkheads. The proposed structure is a 2@ Quality Impacts) 10'x9' Reinforced Concrete Box Culvert (RCBC). This structure has been designed to have as little environmental and surface water impacts as possible. Channel improvements were made for the proposed RCBC design. Excavation was kept to a minimum to produce as little impact as possible. Where excavation is necessary, geotextile and rip-rap were utilized for bank stabilization in an attempt to reduce stream bank erosion. Floodplain benches with coir fiber matting will be installed at upstream and downstream of the culvert. A low flow barrel on the south side of the culvert was designed to match the stream width to maintain the normal flow width, depth and velocity of the stream. This will maintain sediment transport to provide a stable stream during bankfull discharge. The barrel invert will be a minimum of 1' below the stream bed to consider fish passage. 1' high sills will be installed at upstream and downstream face of the low flow barrel. A high flow barrel on the north side of the culvert will provide flood conveyance during high flow storm events. This will reduce shear stress on the stream bottom. 2' high sills will be installed at upstream and downstream face of the high flow barrel. The NE quadrant does not have any existing roadside ditches. The SE quadrant has an existing roadside ditch that has outlet at the existing 11' gravel driveway with sheet flow through a wooded area before entering the stream. There is an existing roadside ditch in the SW quadrant, which is being replaced by a special cut'V' ditch lined with Class B rip-rap. The slope of this ditch is 19.7°/o and grass lined ditch will not provide stability. Class B rip-rap is required to prevent erosion. The proposed ditch has outlet into the stream with a non-erosive velocity. There is an existing roadside ditch in the NW quadrant that outlets into the stream with a non-erosive velocity. The existing road has two paved lanes (total 20' wide). The proposed road has two paved lanes with 2' paved shoulder on each side (total 24' wide). The increases in impervious areas and stormwater discharges (post vs pre condition) are insignificant and the existing ditches do not need to be modified. Therefore, additional stormwater measures are not required.
